Integrity Core Value To Good Governance In Malaysia's Public Sector

By Voon Miaw Ping PUTRAJAYA (Malaysia), Oct 21 (Bernama) -- Malaysia is serious about good governance in the public sector, and proactive steps have been implemented to ensure the integrity of the structure and its delivery system, said Institute of Integrity Malaysia president Dr Md Tap Salleh. Speaking to delegates at a session at the Commonwealth Association for Public Administration and Management (CAPAM) 2014 biennial conference, here, Monday, Md Tap said Malaysia had embarked on public sector transformation programmes where the emphasis was on integrity, capability and loyalty. "Under the National Transformation Policy, we have moved from initiating change in the public sector to transforming the public sector, with the focus on people-centred services," he said in the session titled 'Good Governance and Public Service Transformation'. Sharing Malaysia's experience, Md Tap said various programmes were launched to encourage good governance among employees. He said these included making it compulsory for public service employees to undergo integrity training programmes before being promoted in the service. He added that the government's efforts in promoting integrity had also won the support of the private sector where, so far, more than 140 private businesses and corporations such as Petronas and Telekom Malaysia had signed the Integrity Pact. Meanwhile, South Africa's Department of Public Service and Administration Chief Director Dr Patrick M Sokhela said plans and vision were important to ensure that changes could be carried out in the public sector successfully. He said the South African government had just approved a framework for the improvement of the public service delivery system and was now in the process of implementing it. Sokhela added that public sector employees must also play a vital role in ensuring that any transformation plan could be carried out successfully. --BERNAMA
