“Nurly kosh” programme in action

Ust-Kamenogorsk, December 29, 2009 (Khabar) - “Kazakhstan is my forefathers’ land that I dreamt of” was the name of a regional forum held in the city of Ust-Kamenogorsk. It summarized the results of the “Nurly kosh” or “Nomads’ bright site” programme and to discuss plans for the next year. 4 multi-storey blocks of flats which will later receive 200 families are now being repaired in Kurchatov under the Nurly kosh programme.

Yersin Zhumakhan:
- I came here not only to receive something but also to help my country. I am sure that I will be working for the good of my country.

In 2009, the East Kazakhstan region welcomed around fifteen hundred repatriated families. They quickly accommodated to a new place. Now, they have their business and make their contribution to the development of the country, said participants in the forum.

Berdibek Saparbayev, East Kazakhstan regional governor:
- This programme is quite beneficial because it helps people receive housing first of all. Such housing is not distributed free of charge but through 4% mortgage loans issued for 15 years.

Every year, the size of allowances and the number of quotas for repatriates can be seen grow.

Kabylsayat Abishev, migration committee chairman:
- If a repatriate moves to Kazakhstan, he has the right to receive 5 kinds of allowances including immigration allowance and personal belongings transfer. Participants in the Nurly kosh programme get such allowances doubled which is equal to approximately 1 million 300 thousand tenge. Those who are not on this programme, get up to 20 thousand tenge from the government for the transfer to Kazakhstan. We are ready to help repatriates with moving back to their historical homeland.

Next year, the implementation of the Nurly kosh programme will be continued in the Akmola, Kostanai, North-Kazakhstan, Aktobe, and the East Kazakhstan regions.
