Key objective of climate conference in Paris is to adopt new agreement - envoy

MOSCOW, November 27. /TASS/. The key objective of the 21st session of the Conference of the Parties to the Climate Change Framework is to adopt a new overwhelming agreement for the term following 2020, Russia’s presidential envoy on climate issues Alexander Bedritsky said in a statement on the eve of the conference, due in Paris on November 30 - December 11. The new agreement, he said, should maintain the positive experience of the Kyoto Protocol and should eliminate drawbacks of the present climate regime. It should unite efforts of all major producers of greenhouse gases, should reflect the current situation and should be focused on overcoming the barrier between emerging and developed countries. An effective new agreement should have clear terms and approaches to national inputs. "We believe, that should be an interval, sufficient to develop economic and technical modernisation, namely ten years - to 2030," the statement reads. "A new agreement should come into force without delay and should provide for a wide involvement of countries," the presidential envoy said. "From the legal point of view, the main attention should be paid to countries’ obligations and to their positions in the agreement." "Climate changes is a global problem, thus it is necessary to work for a consensus - without imposing interests of one group at the expense of interests of the other, and also avoiding international norms and regulations. This is the key to success." The Russian Federation is interested in positive results of the meeting in Paris and aims at further active participation in talks, focusing on fruitful cooperation with all involved parties in the atmosphere of transparency and collective responsibility, the presidential envoy said in conclusion.
