Anti-crisis council of media managers

Almaty, October 12, 2009 (Khabar) - An anti-crisis council of media managers has been created in Kazakhstan. It will help the mass media cope with the consequences of the global recession. Plenty of problems have piled up as a result of it, including a decrease in the advertising market and high taxes. According to the heads of printed media, radio stations, television channels and cable network operators, if the necessary measures are addressed now, the situation will become stable by as early as 2010.

Armanzhan Baitasov, chairman of anti-crisis council of Kazakhstan’s media managers:
- If we don’t do it now, next year’s budget will be approved without our suggestions, so the VAT rate will remain at the same level which will hit the mass media hard in 2010. I know the advertising market and the way it will be planned very well. Unfortunately, the forecast for 2010 is the same.

The anti-crisis council suggested that the legislation should be regulated in the area of copyright and allied rights management. The session participants are complaining of the fact that too many organizations which control the rights of performers have appeared in the country. All of them demand payment for using audio tracks and video material from radio and television broadcasting companies.

Kanat Sakhariyanov, first deputy CEO of “Khabar Agency” JSC:
- International practice shows that it’s all being paid for, but not in such amounts and certainly not from gross proceeds. It is being suggested that amendments should be introduced to the copyright legislation and related rights with a minimum fee rate. Secondly, the issue of the number of performers’ unions, which are being formed in Kazakhstan today, should be settled.

The issue of selling print media was discussed at the session as well. For example, special stalls don’t receive certain newspapers and magazines. The council is planning to turn to the government with a request to solve the problems which have piled up before they develop into a crisis.
