Customs Union: region discuss perspectives
Pavlodar, January 17, 2009, Khabar – The participants of foreign economic activity calculate the prospects of Customs Union. Experts predict goods from Russia should become cheaper in the near future in the Pavlodar region. Farmers also think about the benefits, they now have the opportunity to freely sell agricultural products in the neighboring state. Common tariffs on import and export of goods function on the territory of Kazakhstan, Russia and Belarusia for two weeks. The experts say the bordering regions will enjoy the first effect of the creation of the Union. But there are no any changes in the Pavlodar region of the Kazakhstani-Russia border.
The first figures on goods turnover will be available by the end of January. But today it is clear that the foundation of the Customs Union will positively affect the economic situation. Pavlodar region, which has a powerful industrial potential and contiguous with three large regions of Russia, will get access to new markets. The same thing happens with import.
Omirzak Beispekov, head department of customs control in Pavlodar region:
- In our region 72,2% of total imports is from Russia. So, imagine at least 12% will be reduced for all of these 72,2% that is imported after July 1 because 12% VAT will be not taken from them.
Meanwhile, according to local media, speculative activities are marked in Pavlodar with the introduction of new tariffs. Prices already rose for cars, brought by private entrepreneurs from abroad. Omirzak Beyspekov says everything that is sold today in stores and markets, is all that is brought last year.
The growth of drug prices, which is observed in some pharmacies, raises questions. After all, Kazakhstan left for these products the so-called “transition period”. That is, in the next three years, while the country does not bring its own production of medicines to 50%, the medicines prices will be strictly regulated.

- Unified customs tariffs will not spread for these goods. The rules of the last year will be applied for some goods. This is primarily medicinal goods and medical products.
The regional administration says they will settle these issues. Violators will be prosecuted. Creation of Customs Union should have a positive influence on agriculture. Previously, Pavlodar’s farmers could not export their products to Russia because of many restrictions. In particular, it concerns meat and sausage products. Now the market is open.
