Disabled people’s rights

Astana, March 18, 2009 (Khabar) - The parliamentary group of the Nur Otan party has developed advices for improving the status of disabled people of Kazakhstan. A round table was dedicated to the issues of implementing international standards of securing the rights of disabled people. The representatives of disabled people’s associations took part in the discussion.

Marat Abdumomynov, chairman, Astana Union of disabled people:
- We would like to draw your attention to the fact that disabled people should work and bring incomes, so from our perspective, it is required to develop small and medium enterprises among the disabled, for example, the development of hairdressing salons, shops and various services.

The problem of placing physically challenged people in jobs is one of the key issues for the state. Only 3% of disabled people of the working age are involved in the professional activity in Kazakhstan while in the developed countries this rate reached 40%.

Tamara Duisenova, executive secretary, Ministry for Labour and social Security of RK:
- In general, we are solving this problem through social work places concerning placing the social order. The corresponding funds are being provided for purchasing goods and services which are produced by public associations of the disabled. The government approves regulations on an annual basis in order to make it possible for every organization to buy up to 30% of their total order from public associations. On the whole, the issue concerning loans should also be discussed now.

The attendees of the round table discussions have developed recommendations to create the State fund of supporting disabled people and the system of charity funds as an alternative source of financing. Apart from that, it has been decided to improve the system of supplying the disabled with technical means and devices to facilitate their lives. These recommendations will be passed to the parliament, the government and the Supreme Court.
