Astana, December 15, 2009 (Khabar) - Head of Emergency Ministry, Vladimir Bozhko proposes to toughen the penalties for violations of fire safety requirements. According to statistics, the death rate from fires rose by 14 % and in most cases this is due to non-observance of fire requirements. At the end of this year Emergency Ministry registered more than 16 000 of violations at the facilities of healthcare, education and other social organizations and more than eight million tenge of fine was imposed.
Vladimir Bozhko, Minister for Emergency Situations of RK:
- What is happening, ladies and gentlemen, is deeply regrettable. We have many citizens, especially from those on whom the state of fire safety depends, and they live by the principle “cat Vaska listens and eats”. We try to close most of the schools, but some school principals, hoping that we do not have enough courage to close schools, say: you wrote a prescription, I have no money, and I will take no action. They even start to blackmail our inspectors for closing the school where 200-300 pupils study. And the fact that the director brings into danger the lives of those people 200-300-600, he does not want to think about it.
On the eve of New Year, the Emergency Ministry started to check fire safety at night clubs and other entertainment establishments. Also together with the Ministry of Internal Affairs they will test the market of pyrotechnics. Meanwhile, as Vladimir Bozhko has said, his ministry doesn’t intend to impose a complete ban on the use of firecrackers and fireworks, because “people should be deprived of a holiday”.
The Minister also said they elaborate the issue of creation central air base in Astana. This will reduce the time of delivery of forces and means to the areas of emergencies. In addition to this measure, it is necessary to build new fire stations in major cities and towns, and the Minister proposed to create rescuing engineering center of civil defense forces I the western region.
