"I think it's a great idea where diplomatically we can resolve a conflict and set norms across the globe," Skule said on Thursday. "I don't know how anybody could dispute that." Russia has urged the international community to agree on a set of rules to make cyberspace more secure against intrusions. The Kremlin argues that the rules could be codified in a treaty along the lines of the Geneva Conventions or similar international accords.
