President Zhaparov signs new anti-corruption law

Bishkek, Feb.16, 2026. /Kabar/. President Sadyr Zhaparov signed the Law of the Kyrgyz Republic "On combating corruption."
The law was adopted by Jogorku Kenesh on January 15, 2026.
The purpose of the law is to improve anti-corruption measures, eliminate existing shortcomings in measuring corruption in government agencies and local governments, fully develop digitalization processes, organize educational, informational, and preventive work aimed at developing an anti-corruption culture and creating an atmosphere of intolerance to corruption, and implement the Decree of Kyrgyz President "On the State Strategy for Combating Corruption in the Kyrgyz Republic for 2025-2030" dated June 5, 2024, No. 137.
The law contains provisions stipulating:
– the subject of regulation, goals, and objectives of anti-corruption measures, a conceptual framework of terms that clarify their meaning and prevent ambiguity, thereby minimizing the potential for abuse;
– the scope of anti-corruption actors and their tasks, the functions and tasks of the authorized state body for corruption prevention, the responsibilities of state and local government bodies, state and municipal institutions and enterprises, as well as legal entities with state or municipal participation;
– measures to prevent and combat corruption, impose legal liability, and minimize and eliminate its consequences;
– assigning the authorized state body for corruption prevention the responsibility for maintaining a unified register of corruption-related crimes, and the authorized state body for state civil service and municipal service the responsibility for maintaining a register of offenses related to conflict of interest management.
The law shall enter into force ten days after its official publication.
