New stage of language development program
Astana, January 22, 2010 (Khabar) - The Ministry of Culture and Information has started developing a new state program for functioning and development of languages for 2011-2020 on the president’s commission. It will define mechanisms and stages of realization of state language policy and define the basic directions and mechanisms of realization. Mukhtar Kul-Mukhammed, minister for culture and information of RK leads the working group on document elaboration and Mukhtar Shakhanov, chairman of the republican public movement «Memlekettik Til» is his deputy chairman. The working group involves representatives of all public organizations of the country who will suppose real ideas for the realization.

- The language policy requires very careful attention. Fantastic results have been achieved and it’s necessary to develop them not by compulsion but by creating all the necessary conditions for learning the language and such conditions are being created in our country.
Throughout 18 years of independence, 880 schools with the Kazakh language of instruction have opened in the country. 67% of children study at Kazakh schools including 25 thousand of them being of non-indigenous background. Hundreds of new newspapers in Kazakh have appeared in the country. More than 100 training centers have opened in regions and their number is constantly growing.

- It’s necessary to create conditions where everyone would have an opportunity to learn languages without difficulties. And there should be no restrictions in this issue. Having state language skills should be the main requirement when acquiring Kazakh citizenship.
According to experts, it is necessary to start using foreign terms which entered the language correctly in order to adapt it. Also specialists believe that it is necessary to open centers for teaching neologisms which are being incorporated into the vocabulary by ethnic Kazakhs who live abroad. It was suggested paying special attention to science in the area of language development, terminology and intensification of teaching methods. Proposals on starting the development of methods of switching to Latin and riveting special attention to improving the legislation in the area of language policy were put forward at the sitting. The issue of extending the language in various areas including the Internet was discussed as well. In conclusion, the minister for culture and information asked to republish the 30-volume dictionary of terms of the Kazakh language with additions.

- There has been stability and harmony in the country throughout the entire period of independence thanks to the balanced language policy which is being implemented by the head of state. All the necessary conditions for the development of Kazakh language have been created. The Russian language is also officially functioning in all the areas of socio-political life. Languages of ethnic minorities also received good opportunity for development as part of language policy run by the People’s Assembly of Kazakhstan.
A comprehensive responsiveness to public opinion will be the main principle of the working group’s activity and the document’s development will be carried out in an open manner.
