Heavy snowfall on Caucasian highway isolates S Ossetia from Russia

VLADIKAVKAZ, January 24 (Itar-Tass) -- South Ossetia has got isolated
from Russia because a heavy snowfall has halted traffic on the
Trans-Caucasian highway on the south side of the Roki Tunnel.
The road is closed for transport at the request of colleagues on the
south side, as traffic from the tunnel is impossible there because of the
heavy snow, North Ossetian Emergencies Ministry spokeswoman Yulia
Starchenko told Itar-Tass.
The traffic will resume as soon as the weather conditions allow
clearing the road.

MOSCOW, January 23 (Itar-Tass) -- State Duma security committee head
and United Russia party member Vladimir Vasilyev and Public Chamber
commission chairman Anatoly Kucherena on Saturday arrived at the garden
settlement of Rechnik in Moscow's Krylatskoye district, where razing of
houses was started by authorities on the night to Thursday.
Vasilyev and Kucherena during their meeting with Rechnik residents
promised to clear up the situation.
Kucherena said that the barring of entry to the settlement was just
police arbitrariness. "It is unlawful. It is violation of citizens'
constitutional rights. It is outrageous violation," he stressed,
addressing the Krylatskoye district administration and police department
heads. "I ask you not to allow it," Kucherena said, but the administration
head did not answer.
Vasilyev asked Rechnik residents to submit personally to him all the
documents that could confirm their ownership right. "We will inquire into
the situation", he said. Residents already handed over a package of such
documents to him.
Kucherena in this connection noted that if Rechnik residents had the
ownership right in accordance with the law on "dacha amnesty" (which
simplifies legalisation of the right for land plots), the Public Chamber
would help them to realise their rights.
The district police department chief declined to explain why people
were not allowed to enter the territory.
Meanwhile, Moscow deputy chief bailiff Yevgeny Lukyanchikov said on
Saturday that the razing of houses in the Rechnik territory would continue
on Monday.
The bailiff actions will not be conducted during the weekend, but they
will continue on Monday, January 25, he said.
Six illegally built constructions were already razed, he said.
Media gave contradictory reports about the situation, he noted.
He explained in this connection that on January 21 and 22 in
accordance with the Kuntsevo district court's ruling the service of
bailiffs carried out executive actions to remove illegally built
constructions. The razing was conducted by the western Moscow district
prefecture in accordance with the court ruling, Lukyanchikov noted.
Those people whose constructions were razed made no complaints to the
Federal Bailiff Service during the operation.
What is more, during the work, eight Rechnik residents, whose
constructions were subject to razing later, handed in written requests to
allow them to take their property by themselves from the houses, the
official noted.
He added that the actions were not conducted from 22:00 to 06:00, but
it was done from 06:00 to 22:00.
The official said that bailiffs were to carry out the court ruling to
raze at least 37 illegally built constructions.
The Rechnik settlement was set up by workers of the Moscow Canal in
1955. The land plots were provided for them to lay out vegetable gardens
without the right to build constructions for residence. However, later the
territory developed into a country house settlement and at present
occupies 20 hectares near the Moscow River.
Moscow authorities in the early 2000s included the territory into the
nature and historic park Moskvoretsky, and the inter-district
environmental protection prosecutor's office appealed to court, demanding
to declare the settlement illegal.
Moscow bailiffs say they have documents to remove 37 illegally built
constructions. As the court ruling was not obeyed by the set time, the
western Moscow district prefecture authorities began to raze the houses.
The razing of houses was started on January 21 despite the residents'
protests.
