Ukraine crew on strike at Nakhodka due to wage arrears

VLADIVOSTOK, January 26 (Itar-Tass) - The Ukrainian crew of the
motorship Sea Star under the flag of the Comoro Islands declared a strike
at the port of Nakhodka on Tuesday.
The Odessa-based Transforward Company, the owner of the ship, is in
arrears in the payment of wages to the seamen for four moths, an official
in the Far Eastern regional organization of the Russian Seamen's Union
(RSU), to which the strikers applied for assistance, has told Itar-Tass.
The crew consists of thirteen people from Odessa, Izmail, and Kherson.
The engine room crew is on strike. They declared that the motorship would
not depart from the pier until they get the money due to them. The Sea
Star took a cargo of almost 5,000 tonnes of coal on board at Nakhodka and
was to leave for China. The strike has paralyzed the operation of the coal
wharf.
The Sea Star crew also demand repatriation at the shipowner's expense.
The motorship was built in China in 2009. However, as one of crewmembers
put it, the ship "is bursting at its seams". The ship's technical
condition is unsatisfactory, and the crew have to repair it continually.
There is a crack in the deck. It is just dangerous to take the ship out to
the sea.
Nikolai Sukhanov, chairman of the RSU regional organization, said the
message about the strike would be referred to the Ukraine Seamen's Union
later in the day. At the same time, a letter is to be sent out to the
Transforward Company in a demand for the repayment of wage arrears.

MOSCOW, January 26 (Itar-Tass) - Alexander Bastrykin, Chairman of the
Investigation Committee to the Prosecutor's Office (SKP) of the Russian
Federation (RF), suggests revising in earnest the current RF Criminal Code
norms that envision responsibility for economic crimes.
In an interview published in Rossiiskaya Gazeta, Bastrykin said, "One
of factors that are conducive to abuses lies in the imperfection of
criminal law. It is precisely legislation gaps that provide latitude for
infractions or simply for a subjective discretion of the person who
applies this or that law".
"Most of Criminal Code articles concerning economic crimes are not up
to the present-day level of the development of the established social
relations in this field," the SKP chief pointed out.
Bastrykin recalled that most of current Criminal Code norms that
envision responsibility for economic offences had been formulated 14 years
ago -- in 1996 (when the new Criminal Code of the RF was being adopted).
"At that time many of the now existing economic institutions were
either in the stage of emergence or were absent altogether. Accordingly,
the actions which encroach on such social relations did not yet pose the
social danger that they have acquired by now. This means that it is
essential to amend the criminal law and bring it into line with the
present-day realities. The process must evolve simultaneously with the
modernization of economic institutions," Bastrykin maintains.
.1,200-megawatt HPS to be built in Yakutia.

(KHPS) with a generating capacity of 1,200 megawatts is to be built on the
river Timpton in Yakutia, 200 kilometres from the place where it
discharges into Aldan river, the press service of the Republic of Sakha
(Yakutia) president and government announced on Tuesday.
The KHPS dam will be 230 metres high. The area of the flooding of
territories during the filling of the future manmade lake with water will
be lesser by a factor of 40 than that of the comparable-in-power lowland
HPS: the bulk of water will be confined within the natural narrow canyon
of the Timpton river.
The project for the construction of the KHPS has been already
discussed by Yakutia President Vyacheslav Shtyrov and Yevgeny Dod,
Chairman of the Board of the RusHydro Company, the press service reports.
The KHPS will be built under the project for the comprehensive
development of Southern Yakutia. Over 2,000 million roubles were allocated
for the designing of the KHPS in 2009. On the whole, the State is to
assign over 3,000 million roubles for KHPS designing work. The KHPS is to
be energized in 2018-2020 to supply electric power to new large industrial
enterprises, the construction of which is envisioned in Southern Yakutia.
