INDONESIA SUPPORTS COPENHAGEN ACCORD

Jakarta, Jan 26 (ANTARA) - Indonesia will soon express support to the Copenhagen Accord reached at the 15th UN climate change talks in Copenhagen, Denmark, in December 2009.

"Indonesia will be associating with the Copenhagen Accord with several provisions," expert staff of the Environment Minister for global environment and international cooperation Liana Bratasida told a seminar on socialization of the Copenhagen Accord in Jakarta Tuesday.

Liana, who is also chairwoman of the Extra Agency for Implementing the World Body for Climate Change 2008-2009 said Indonesia has asked the United Nations Framework Convention on Climate Change (UNFCCC) for a more detailed explanation on the emission reduction target of Annex-2 countries, action mitigation program and others.

Besides associating with the Copenhagen Accord, Indonesia will also make a submission the greenhouse gas emission 26 percent cut target in 2020, climate change mitigation program to be introduced to the UNFCCC.

The statement called Namas (National Appropriate Mitigation Actions) will contain the names of the countries and their action on January 31, 2010, according to the soft deadline of the UNFCCC to all countries.

Under the Copenhagen Accord, every country is required to submit a NAMA to the developing countries, and the projected GRK emission to the advanced countries with a soft deadline set on January 31, 2010, and not later than at the 16 climate change summit in Mexico in December 2010.

In the meantime, deputy to the Environment Minister for Increasing Natural Resources Conservation and Environmental Damage Control Masnellyarti Hilman said since the soft deadline of the UNFCCC for submission from all countries is merely a soft deadline, Indonesia will give only a broadline of the NAMA program.

"The submission does not necessarily have to be in detail, as we still have to set together to discuss inter-sectoral policies," she said.

Masnellyarti also said that the scenario of Indonesia`s 26 percent cut emission is not yet final, because the GRK emission target of the agricultural sector is not yet final.

The agricultural sector which will contribute 60 percent (48 percent from the change of land and 12 percent of peatland) to the national emission cut target, she added, does not clearly mention the deforestation rate and clear program of climate change mitigation.

On the same occasion, expert staff of the Forestry Minister for partnership Wandojo Siswanto said the deforestation rate needs to be calculated along with the Ministry of Forestry with other sides like the Ministry of Agriculture, the Ministry of Energy and Mineral Resources and the Ministry of Environment.

"As the deforestation rate is related to the use of land for agriculture, mining and other sectors," Wandojo said.

Meanwhile, member of the Presidential Advisory Council Emil Salim said the Ministry of Forestry needs to follow the projected scenario on the 26 percent emission cut of the National Development Planning Agency (Bappenas).

"Forestry needs adjustment to the scenario of Bappenas," he said.
