Russia`s CEC urges cooperation with other countries
NEW DELHI, January 27 (Itar-Tass) - Russia's central election
commission urges closer cooperation with its partner institutions from all
over the world, CEC chief Vladimir Churov said on Wednesday during his
visit to New Delhi to mark the 60th anniversary of India's election
commission.
He noted that at present election commissions in different countries
face similar obstacles to voting.
"Up to 90 percent of problems in the election system of different
countries are similar, while other difficulties are specific," he said.
For instance, Russia, Japan, India and some other countries face such a
problem as the voting of citizens who reside beyond the country's borders.
"At present, the mobility of voters is very high. People go abroad to
work or to study," Churov said.
Only 15 percent of the Russian citizens residing abroad take part in
the election. "This is a very low level," he said.
In general, the election systems in many countries have a pile of
problems. "To resolve them, it is necessary to maintain contacts and work
together," Churov said.
Russia's central election commission is actively cooperating with the
election institutions from Mexico, Brazil, India, Indonesia, Kazakhstan,
Kyrgyzstan and Mongolia.
Churov reiterated the support the central election commission provided
at the election in Afghanistan.
At the present, South Korea and Peru's initiative to create the
association of heads of election commissions of the Asia-Pacific Region is
being studied, he said. Russia received a proposal to become a co-founder
of the organization.
"We are studying this idea and analyzing to what extent it is
necessary for the improvement of the election system," Churov said.
