Speaker of Krasnodar city Duma dies in car accident

KRASNODAR, southern Russia, January 31 (Itar-Tass) - The speaker of
the Krasnodar city Duma, Nikolai Kotlyarov, died in a car accident on
Saturday.
"The road accident occurred on the Yeisk-Krasnodar highway at around
midnight on January 30," a duty officer of the State Road Traffic Safety
Inspection for the Krasnodar territory said.
Kotlyarov was returning to Krasnodar in an official car from the
Shcherbinovsky district where he was present at the opening of the Oracle
casino in the Azov City gambling zone, the duty officer went on to say.
He added that the car driven by a driver reportedly collided with
another car and hit a metallic safety fence.
"We don't have any other details yet," the duty officer told Itar-Tass.

.Azov City gambling zone to attract up to five min tourists.

AZOV CITY, the Krasnodar territory, January 31 (Itar-Tass) - The
development of the Azov City gambling zone will attract up to five million
tourists to the Krasnodar territory every year, according to Dmitry
Khatuov, the first vice-governor of the Kuban region.
"The Azov City gambling zone is a new step in the development of the
entire Azov coastal area. The geographical location, climate and natural
conditions make it possible to turn it into a world class resort," Khatuov
said on Saturday.
The southern gambling zone covers a territory of 2,000 hectares on the
Azov Sea coast from the Molchanovka farmstead of the Shcherbinovsky
district of the Krasnodar territory to the Port-Katon village of the Azov
district of the Rostov region.
The Kuban regional authorities are planning to implement the Azov City
project in several stages. At the moment, 150 hectares of land around the
Molchanovka farmstead are being developed.
The territory is divided into 20 land plots with an area from two to
21 hectares. They are being offered to investors on long-term lease
contracts. Four land plots in Azov City don't have an investor. An auction
is scheduled for mid-February.
The absence of hotels in Azov City remains a big problem. In the
beginning guests will have to be accommodated in a hotel in the
neighbouring Glafirovka village. There's also a hotel in Yeisk. Buses
will bring gamblers from Rostov-on-Don (100 km) and Krasnodar (250 km)
free of charge. Taxis will be arranged for VIP guests.
"At first only the authorities believed that Azov City would work.
Now, investors also have this confidence. However, some of them are still
unprepared to undertake commitments and hand over their facilities on
time," Aleksey Agafonov, the vice-governor of the Krasnodar territory,
said.
"But if everything goes according to plan, Azov City will earn about
200 billion roubles worth of taxes by 2022," Agafonov went on to say.
He was present at the opening of Azov-City's first casino, the Oracle,
on Saturday.
Visitors to the Oracle casino won a total of 150, 000 roubles in the
first hour of work.
"The very first gain was 12,000 roubles," Valery Saparin, the casino's
marketing director, told Itar-Tass.
He added that about 300 people had visited casino on the first day of
its work. The Royal Time Company based in Kazan, the capital of Tatarstan,
is the main investor in the Oracle casino. It offered 300 pieces of
gambling equipment to Oracle's visitors on Saturday such as one-arm
bandits, roulette and tables for poker and other card games.
According to its general director, Rashid Taimasov, the Royal Time is
planning to invest from four to four and a half billion roubles in the
development of the gambling business in the next three or four years.
"Our Oracle will be the central facility in a future resort area,
which apart from the casino will have an aqua park and other entertainment
spots. A cottage settlement for comfortable accommodation of our guests
may be built in future," Taimasov emphasized.
A federal law on state regulation of gambling activities came into
force in Russia on January 1, 2007. The law provides for the creation of
four gambling zones where gambling enterprise can be set up: in the
Kaliningrad region, the Altai territory, the Primoyre (Maritime) territory
in the Far East as well as between the Rostov region and the Krasnodar
territory in southern Russia.
Elsewhere in Russia, the gambling business has been banned and
declared illegal.
