Lavrov to Berlin for intl conference on Palestine, Quartet meeting
MOSCOW, June 23 (Itar-Tass) - Russian Foreign Minister Sergei Lavrov will go to Berlin on Monday to participate in an international conference on Palestine and a Middle East Quartet meeting on June 24. About 40 countries are expected to participate in the forum.
Diplomatic sources in Moscow earlier said Russia would give the
financial aid to Palestinian law enforcement agencies. "Germany has also stated about the country's intentions to grant 15 million euros for these purposes. At the Berlin meeting we will also declare about our contribution in international efforts to build up Palestinian law
enforcement agencies," the diplomatic sources said.
The Berlin meeting will highlight "the program of funding Palestinian law enforcement agencies in the next two years, as well as the creation of special funds to resolve possible problems emerging in the course of the program's implementation," the sources said. "The Palestinians are planning to put up for discussion the training and equipment of security forces, the creation of road police and the construction of prisons and detention centres," they said.
"The Middle East Quartet will discuss progress of the efforts to
organize a Middle East Peace Conference in Moscow," the Russian diplomatic sources told Itar-Tass. "It was our initiative and we are ready to hold this forum. However, Israel considers it too early to meet in this format and prefers bilateral negotiations. It is senseless to hold the conference without Israel," they pointed out. "This is why it is necessary to wait until all participants in the conference are ready, all the more so there is a chance to reach an agreement between Palestine and Israel," the sources said.
"Russia energetically promotes the soonest restoration of Palestinian unity as an important prerequisite of substantive progress towards the establishment of an independent Palestinian state on the West Bank and in Gaza. We will call attention of our partners to the issue," the Russian Foreign Ministry said.
The Middle East Quartet will discuss the recently declared truce
between Israel and Hamas in Gaza and other Palestinian-Israeli affairs, including the importance of the roadmap, the traffic accord and the lift of the Gaza blockade.
The Quartet is also expected to discuss Syrian-Israeli contacts, which have recently been on with Turkey's mediating role.
