International meeting on Palestine to open in Berlin
Berlin, June 24 (Itar-Tass) - More than 40 countries have confirmed their participation in an international meeting on Palestine that is opening in Berlin on Tuesday. Russia will be represented by its Foreign Minister Sergei Lavrov.
"Russia will give financial aid to the Palestinian civil security
forces and law enforcers," sources in the Russian delegation said.
"Germany has already announced its decision to allocate 15 million
euros for these purposes. We will also announce our plans to contribute to
the strengthening of Palestinian security forces and law enforcement," the
Russian sources went on to say.
They said the conference in Berlin would discuss a program of
financing Palestinian forces in the next two years and the creation of
special funds for solving problems arising in the process of
implementation of this program," the sources went on to say.
The Palestinians are planning to submit several issues to discussion.
They include the training and equipment of the security forces, the
creation of road police, the construction of prisons and detention
facilities.
"The international Middle East peace 'quartet' that will meet on the
sidelines of the Berlin meeting on Palestine will discuss the convocation
of a Middle East conference in Moscow. We've put forward the initiative
and are ready to host this forum," the Russian delegation members said.
However, the Israeli side considers it premature to gather in such a
format and prefers bilateral talks, and there is no sense in holding a
conference without Israel.
"Russia vigorously supports the earliest restoration of Palestinian
unity as a vital precondition for creating an independent Palestinian
state in the West Bank of Jordan and the Gaza Strip. We intend to draw our
partners' attention to this problem," the Russian Foreign Ministry said.
The forum in Berlin will, among other things, deal with an
Israeli-HAMAS ceasefire that has recently taken force, the lifting of the
siege of Gaza.
"The task is not in isolating HAMAS but in making it an active
participant in the solution of problems. This is also true of Lebanon
where the HEZBOLLAH movement should be actively involved in the dialogue
so as they could participate in a process that could be mutually
beneficial," Russian Foreign Minister Sergei Lavrov said.
"On the whole, the main task in the Middle East is not in isolating
any of the parties but in making all the participants join a constructive
process," Lavrov emphasized.
The "quartet" members will also touch upon Syrian-Israeli talks
brokered by Turkey.
The Russian foreign minister will also hold a bilateral meeting with
U.S. Secretary of State Condoleezza Rice.
