.Putin to chair meeting to discuss health care services.
MOSCOW, March 2 (Itar-Tass) - Russian Prime Minister Vladimir Putin is
to hold a meeting here on Tuesday to discuss matters aimed at refining
control-and-supervisory functions and at optimizing the provision of state
services in the fields of health care, social development,
sanitary-and-epidemiological wellbeing, and the consumer market.
A government press service official said those present at the meeting
are to discuss the optimization of performance of state functions by the
agencies of the Ministry of Public Health and Social Development and the
rendering of paid services in the conduct of inspections and authorization
actions.
Participants in the meeting are also to discuss proposals to
streamline procedures for the issue of authorization documents on the
conformity of output to legislation requirements by introducing the
declaration of products with the participation of a third party.
In the process, contacts with the applicant in the territorial
agencies of the Federal Supervision Service for Public Health and Social
Affairs, the Federal Service for Supervision of Consumers Protection and
Welfare, and the Federal Bio-Medical Agency must be made according to
one-stop principle while the lower organizations will be forbidden to
contact the applicant directly or render consulting services.
These measures are intended to enhance and personify the
manufacturer's responsibility for the quality of his products and reduce
possibilities for corruption.
On the whole, the implementation of the above-mentioned proposals
will make it possible more clearly to delimit the powers of Federal
executive power bodies, optimize the number of Federal public employees
and personnel of institutions, increase the transparency of procedures for
the rendering of state services, simplify the procedure for getting
authorization documents, and eliminate administrative barriers to the
provision of people with qualitative medical aid.
