Gazprom increases purchase of Turkmenistan gas
ASHKHABAD, July 5 (Itar-Tass) - Gazprom does not fear alternative
projects of transporting Turkmen gas, and is going to put forward its
initiatives for cooperation, the company's chief Alexei Miller said on
Friday.
"The Caspian gas pipeline, the construction of which we are
accomplishing together with Kazakhstan and Turkmenistan, remains a
commercially profitable project," Miller said.
Answering a question whether an agreement on the price of Turkmen gas
can be reached, he said the "visit is only beginning".
Gazprom was always an honest an open partner, and bought gas on
conditions that emerged at that moment on the market", he went on to say.
"The route Central Asia-North is a main route in our point of view as
compared to some other alternative projects," Miller said.
He said "commercial terms of supplies of Turkmen gas will be
discussed" at the talks on Friday.
"It can be said now that basic conditions of purchases in 2009 will be
prices oriented to average European prices."
"Cooperation with Turkmenistan also envisages Gazprom's cooperation on
the shelf of the Caspian Sea. We are interested in participating in
gaining geological information on the shelf," Miller said.
Another topic is the gas transportation sphere.
Miller said a three-party declaration on the construction of the
Caspian gas pipeline had been signed.
"This document is at the stage of implementation."
On the whole "cooperation of Russia and Turkmenistan is equal, and the
main thing is that we know each other well," Miller said.
"We each time increase purchase of Turkmen gas by Gazprom from a
quarter to quarter".
Turkmenistan and Russia, which are parties in the 25-year
intergovernmental gas agreement, have agreed to change the gas price every
six months.
It increased by 30 percent, to 140 dollars for 1,000 cubic meters, on
January 1 and to 150 dollars on July 1.
Russia buys from Turkmenistan 50 billion cubic meters of gas a year.
The second buyer is Iran (8 billion cubic meters), with which
Ashkhabad also holds talks on the gas price.
Russia and Turkmenistan signed the 25-year agreement in the gas sector
in 2003.
Under the agreement, Gazprom's subsidiary Gazpromeksport and
Turkmenneftegaz signed a long-term contract for purchase-sale of Turkmen
natural gas.
Turkmen gas is transported through a system of transit gas pipelines
Central Asia-North running via Uzbekistan, Kazakhstan and Russia.
Gazprom secures the transit of Turkmen gas via Ukraine and functions
as an operator of the gas transit via Uzbekistan and Kazakhstan.
The presidents of Russia, Kazakhstan and Turkmenistan signed in May of
2007 a joint declaration on the construction of the Caspian gas pipeline
that will transport natural gas from Caspian and other deposits of
Turkmenistan and Kazakhstan to Russia.
