Kyrgyz Council of Elders demands withdrawal of US transit centre.
BISHKEK, April 6 (Itar-Tass) - The Kyrgyz Council of Elders demanded a withdrawal from the republic of the American Centre of Transit Shipments, located at the Bishkek's Manas airport, says the final resolution of the conference held here on Tuesday at the Council's initiative.
"The presence of the base at a peaceful international airport remains
a threat for air flights," the document says. "Hundreds of civilians,
using air service in Uzbekistan, are subjected to a daily danger."
The resolution also stresses that the presence of the foreign military
in Manas "has inflicted and continues to inflict incalculable damage to
the health of citizens of not only Kyrgyzstan", but also "entire Central
Asia over pollution of waters resources and the atmosphere".
"In connection with the above, as well as observing the deterioration
of relations between the US and Iran and understanding that in case of a
conflict, there is a possibility of using the Centre against our neighbour
- Iran and Muslim brothers", noted conference participants, "we demand
that the president and the national parliament should close immediately
the Centre of Transit Shipments in Kyrgyzstan, and should ban all flights
of warplanes before a complete withdrawal of the contingent."
The Kyrgyz Council of Elders is also sure that the presence in the
republic of the US military facility is "the reason for all political
upheavals".
Elders believe that precisely the Centre has become "a charter of
immunity at the international level for Kyrgyz presidents", giving "covert
sanction for arbitrariness and lawlessness, for violations of human
rights, the reign of political reprisals:. for banning free information, a
roll-back on democracy and terror against opposition politicians".
In the opinion of elders, the presence in Kyrgyzstan of the military
bases of "two leading powers of the world" (republic also has a Russian
air base), having "opposite stands on many questions of international
life" is impossible in one and the same territory". While the Russian base
is of no threat to Kyrgyz sovereignty, " the US military presence runs
counter to national and regional interests".
According to representatives of the Council, a collection of
signatures for a withdrawal of the American military from the country has
already started all over Kyrgyzstan.
The air base of coalition forces was opened in the Bishkek airport in
December 2001. It operates under a UN mandate and is meant to support the
international operation in Afghanistan. Early last year, Kyrgyz President
Kurmanbek Bakiev announced an intention to close down the base. However,
it remained in the republic as a result of the Kyrgyz-American
consultations. True, it has changed its name and is now called the Centre
of Transit Shipments, the bulk of which are American troops and Air Force
technology.
