State Duma ratifies Russia-Hong Kong air traffic agreement.

MOSCOW, April 16 (Itar-Tass) -- The State Duma ratified the
Russian-Hong Kong air traffic agreement on Friday. The document was signed
on January 22, 1999 in Hong Kong.
The agreement spells out the main rules regulating the air traffic
between Russia and Hong Kong. Specifically, the list of air routes between
the countries, the procedure of assigning the air carriers were
determined, the tariffs and taxes were also set.
Russia has not ratified this document yet, because our legislation did
not envisage the signing of the international treaties between Russia and
a territorial entity incorporated in any country, Russian State Secretary
and Deputy Transport Minister Sergei Aristov elaborated. Currently under
the Chinese legislation Hong Kong can conclude international agreements
independently and "China welcomes the agreement with the special region,"
Aristov said. Meanwhile, he recalled that on December 1, 2007, several
amendments were introduced in the Russian legislation, under which the
country can conclude international agreements not only with other
countries or international organizations, but also with other entities,
which enjoy the right to conclude international agreements, so, the
ratification of this agreement "became possible."
