PRESIDENT CALLS ON ALL PARTIES TO PLAY POLITICAL ROLES PROPERLY

Jakarta, April 16 (ANTARA) - President Susilo Bambang Yudhoyono called on all parties to play their political roles in line with their authority to ensure the achievement of the main goal, namely the people's welfare.

He made the call when opening the national meeting of the Association of Regional Legislative Assemblies (ADPSI) at the palace here on Friday.
"I wish to remind you that we must understand each other's authority and its limits. Right now the authority of the President is cut but it is all right, it is good. There is authority and there are limits, checks and balances to avoid excessive power, the temptation to abuse power," he said.

The Head of State said according to history the initial function of a parliament is legislation and to assure that tax is used for state interests.

In its development it later includes controlling the government, he said.

"Certainly there are many variations. In our country it also develops and therefore there are now DPR (National House of Representatives), DPD (Regional Representatives Council) and DPRD (regional legislative assembly) with their wide job coverage although their main tasks remain namely making legislation, assuring correct national and regional budgeting and conducting supervision," he said.

The President said the aim of the government including regional governments for the next five years is achieving the targets that have been set.

"Based on the law there are central and regional governments. The regional government includes governor, district head, mayor and regional legislative assembly. In view of that you are all integrated to make general government and development successful," he said.

In line with reform efforts, he said, decisions on development in the regions are mostly made based upon inputs from the regions, and no longer centralistic.

"In the past 60 percent of development is determined by the central government but now more than 60 percent is determined by regional governments following decentralization based upon autonomous principles. Therefore your role is very important," he said.

In view of that he called on all parties to boost the success of develoment and achieve the targets that have been set for the next five years.

He called on the regional governments to boost economic growth to support national economic growth and together with the regional legislative assemblies to assure jobs.

He also called on them to maintain price stability, reduce poverty, assure food supply and pay attention to education and health sectors, improve public services, investment and environmental conditions and transparency and clean governance.

The meeting was attended by chairmen and secretaries of the regional legislative assemblies from across the country.
