UNICEF ASKS RI TO RATIFY SPECIAL PROTOCOL ON TRAFFICKING
Mataram, Apr 19 (ANTARA) - The UN Children Fund (Unicef)has asked the Indonesian government to ratify the special protocol on the handling of people trafficking.
"We have asked the Indonesian government to ratify the extra protocol to secure legal harmonization," head of the Unicef office in Indonesia Angela Kearney said at the opening of a regional workshop on trafficking held in Senggigi, Lombok Barat regency, West Nusa Tenggara Monday.
Unicef also asked the Indonesian government to increase its budget allocation for a more effective prevention and response to people smuggling.
"The encouragement is also to secure better coordination by way of the National Task Force, and to implement the National Action Plan," he said.
Angela also congratulated the Indonesian government for its extraordinary efforts following the coming into force of Government Regulation No 9 of 2008 on the procedures and mechanism of integrated services for witnesses and or victims of people trafficking.
The other relevant regulation is Presidential Decree No 69 of 2008 on the Task Force for Prevention and Handling of Human Trafficking offenses, and Regulation of State Minister of Women Empowerment No 8 of 2009 on formation of a sub task force for prevention and handling of human trafficking.
The new three regulations were follow ups to Law no 23 of 2002 on Chile Protection, and Law No 23 of 2004 on eradication of domeestic violence, and Law no 21 of 2007 on the eradication of human trafficking, and Law no 44 of 2008 on pornography.
Angela also said Unicef understood that there were still many challenges which need to be overcome, like trans-ministerial coordination.
Another problem is the relatively small funding for implementing the National Action Plan effectively.
She said while the Indonesian government has already ratified many international conventions relating to human trafficking, except the Additional Protocol on the Children`s Right Convention on child trafficking, child prostitution and child pornography.
"In these cases Unicef encouraged the Indonesian government to ratify the special protocol to secure legal harmonization," she added.
