CSTO to discuss Kyrgyz situation at next session.

MOSCOW, April 21 (Itar-Tass) - The Collective Security Council (CSC)
of the Collective Security Treaty Organization (CSTO) will discuss the
situation in Kyrgyzstan at its next session, the Secretariat of this
organization told Itar-Tass on Wednesday.
"After the beginning of riots in Kyrgyzstan, a CSTO delegation
immediately flew there at the instruction of CSC CSTO chairman, Russian
President Dmitry Medvedev. It was led by deputy Secretary General Valery
Semerikov.
The delegation was with the fact-finding mission in the republic for a
week. It met with representative of its provisional government with the
view of drawing a report for the CSC CSTO chairman. "The report was
submitted to him after the delegation returned to Moscow on April 16," the
Secretariat official said.
A CSTO official did not rule out that one of the possible options to
settle the situation in Kyrgyzstan would be to send there units of the
collective rapid response force (KSOR), to prevent further disturbances
and ensure public safety.
"Indeed, this option is possible, especially because the KSOR contains
a law-enforcement element," he said.
The official reminded that at present, KSOR contingents are under
national jurisdiction of the member-states. To use them in any of the CSTO
country requires an official request of this state and a collective
decision by the CSC CSTO.
KSOR CSTO brings together Russia, Armenia, Belarus, Kazakhstan,
Kyrgyzstan and Tajikistan.
On Tuesday, chief of the General Staff of Russia's armed forces Gen
Nikolai Makarov said the situation in Kyrgyzstan would be reviewed shortly.
"You know the situation in Kyrgyzstan continues to aggravate; there
are massacres and acts of violence in Bishkek and the village of Mayevka,
its suburb. Kyrgyzstan is a CSTO member, so we'll be discussing possible
ways to settle the situation in the republic within the framework of this
organization," Makarov said answering an Itar-Tass question.
