OSCE reaction to Kyrgyz events not active enough - ex-pres.

MINSK, April 23 (Itar-Tass) - Ex-president of Kyrgyzstan Kurmanbek
Bakiyev believes OSCE's reaction to the events in Kyrgyzstan was not
active enough.
"Why is the OSCE always active when parliamentary or presidential
elections are announced, but why it remains silent in the situation when
there is an absolute chaos in the country?" he asked at a news conference
in Minsk.
He said he could not predict the scenario of events in Kyrgyzstan. "It
is necessary to be guided by reason not by emotions," he stressed.
He also said, it is necessary "to help those who call themselves an
interim government. Let Russia, Kazakhstan, the OSCE do it, saying that
this cannot continue any longer. The waiting time has elapsed," Bakiyev
said.
The ex-president assumed responsibility for a political catastrophe in
his country. "I don't disclaim responsibility. But I had no information
that a coup d' etat was being prepared. This is my fault, I should have
known and prevented that," Bakiyev said.
According to him, he could have appealed to the Collective Security
Treaty Organization to avoid such developments in his country. Now, "there
is no time to lose, and heads of state must take active steps to return
Kyrgyzstan into the Constitutional framework," he believes.
