. Medvedev stressed importance of cultural ties with Norway.

OSLO, April 27 (Itar-Tass) - Russian President Dmitry Medvedev said on
Monday that cultural dialogue between Russia and Norway was of vital
importance for both countries.
"It impresses by its depth and mutual penetration," the Russian leader
said in his speech at the royal banquet given by the Norwegian monarch in
honour of Medvedev's state visit to Norway.
"It's not accidental that Russian writer Mikhail Prishvin who visited
Norway used to say that the Russians had some internal link to this
country," Medvedev said.
"I am confident that we will be able to make the future of Norway and
Russia and the future of our children happier and more stable and secure
if we unite efforts and use the rich potential of our cooperation," the
Russian president went on to say.
"Ladies and Gentlemen, there's a saying in Russia that 'a close
neighbour is better than distant relatives.' I think that it fully
reflects the specific nature of Russian-Norwegian relations. We have
everything, which is necessary for entering the level of broad and
multi-dimensional partnership. I believe that the current meetings in Oslo
and the achievement of new agreements will contribute to advancing this
goal," Medvedev emphasized.

KIEV, April 27 (Itar-Tass) - Russian Prime Minister Vladimir Putin is
surprised that an agreement to extend the lease of the Russian Black Sea
fleet in the Crimea was causing a debate in Ukraine.
"I've read the Ukrainian press, and I see that a debate in the Rada
(parliament) is going to be tense. It's a little bit unexpected to me
because we discussed the matter with the previous government in previous
years, and then no one was opposed to the extension of the Russian Black
Sea fleet's presence," Putin told journalists on Tuesday after meeting
Ukrainian President Viktor Yanukovich.
During his meeting with Yanukovich, Putin offered Ukraine full-scale
cooperation in the nuclear sphere: from fuel production to the
construction of power plants and energy exports.
He had formulated concrete proposals at a meeting with Ukrainian Prime
Minister Nikolai Azarov held shortly upon Putin's arrival in Kiev.

discuss the possiblity of its participation in the modernization of
Ukraine's gas transportation system.
"We didn't discuss the possibility of modernization of Ukraine's gas
transportation system, although it's not excluded," the Russian premier
said.
