Helsinki commission calls to list Doku Umarov's group as terrorist.
WASHINGTON, April 30 (Itar-Tass) -- U.S. Congressman Alcee L.
Hastings, Co-Chairman of the Commission on Security and Cooperation in
Europe (U.S. Helsinki Commission), urged the State Department on Thursday to formally designate the Caucasus Emirate of warlord Doku Umarov as a foreign terrorist organization.
The commission noted that State Department's 2009 Country Report on
Terrorism is not expected to include the Caucasus Emirate in its list of
foreign terrorist organizations despite the group's recent attacks on the
Moscow subway that killed at least 38 people and the fact the group is
behind more than 60 acts of terrorism in Russia's North Caucasus in the
past three months and trained 20 suicide bombers in 2009.
"We have a policy of zero-tolerance towards terrorism of any kind
directed against anyone anywhere in the world," Hastings said. "The
Caucasus Emirate cooperates with al-Qaeda and has declared jihad on the
United States, Russia, the United Kingdom, and Israel. This organization
is a threat to our national security and that of our allies. This
resolution urges the Administration to officially acknowledge that
reality."
The commission recalled that Shamil Basaev, who was the leader of the
predecessor organization to the Caucasus Emirate until his assassination
by Russian commandos in 2006, trained at an al-Qaeda camp in Khost,
Afghanistan in 1994. The group's Web site has included articles from an
author connected to perpetrators of the 9/11 attacks and the 2009 Fort
Hood, Texas shootings with rhetorical attacks on the United States calling
for American Muslims to wage holy war against the United States.
"President Obama has made historic improvements in U.S.-Russian
relations," Hastings continued. "The United States and Russia must stand
together in this ongoing struggle against violent fanatics. In this fight
there is no room for double standards, we must be consistent."
.Turkmen president leaves for China's EXPO.
ASHKHABAD, April 30 (Itar-Tass) -- Turkmen President Gurbanguly
Berdymukhamedov is leaving on a state visit to China on Friday to discuss
economic cooperation and attend EXPO-2010 opening in Shanghai.
His press service said the president would meet his Chinese
counterpart Hu Jintao and heads of leading Chinese companies to discuss
bilateral cooperation.
On Thursday Berdymukhamedov told his government Turkmenistan had
supplied the first billion cubic meters of gas to China by the pipeline
linking the two countries that was launched in December 2009.
He said the pipeline is to reach the projected annual capacity of 40
billion cubic meters of gas in 2012.
Turkmenistan will for the first time participate in the world EXPO.
.Putin, Azarov to discuss economic cooperation.
SOCHI, April 30 (Itar-Tass) -- Russian and Ukrainian Prime Ministers
Vladimir Putin and Nikolai Azarov, will meet on Friday for the fifth time
in the past two months to discuss bilateral economic cooperation that is
booming since President Viktor Yanukovich came to power in Ukraine.
The Russian government press service said the meeting "will be a new
step to develop political dialogue and resolve economic issues on a
mutually advantageous basis."
Russian trade turnover with Ukraine nearly doubled in January-February
against the same period of 2009 and comprised 4 billion 394.5 million
dollars.
Russia agreed to provide a major discount on gas prices to Ukraine,
while Ukraine agreed to extend the lease of its naval base in Crimea by
the Russian Black Sea fleet for 25 years up to 2042.
The press service said the prime ministers will consider the Russian
proposal to set up a joint holding "to integrate atomic industries and
power engineering, including generation, machine building, and nuclear
fuel cycle."
The parties will also continue drafting a long-term contract on
nuclear fuel supplies to Ukrainian power plants after 2010. Russia also
wants to build two nuclear reactors at Khmelnitskaya NPP in Ukraine.
"It is planned to mount activities in the sphere of uranium production
on the Ukrainian territory," the press service said.
Aircraft construction is another cooperation guideline and the two
countries plan to jointly produce An-140, An-148, An-70 and Tu-334 planes
and resume serial production of An-124 Ruslan heavy-duty transport
aircraft.

KHABAROVSK, April 30 (Itar-Tass) -- Russia's First Deputy Prime
Minister Igor Shuvalov will chair a meeting on Friday to discuss economic
and social development of East Siberia and the Far East and will visit the
aircraft facility in Komsomolsk-on-Amur that has produced the first
Russian fifth-generation combat aircraft.
"We shall discuss a complex plan of events to implement the
development strategy of the region up to 2025," Shuvalov said.
The agenda also includes the creation of tourism zones in the Far East
and cross-border cooperation with Chinese regions.
