Kazakhstan parliament grants national leader status to Nazarbayev.

ASTANA, May 13 (Itar-Tass) - The Kazakh parliament fixed in the
legislation the national leader status for the first incumbent Kazakh
President Nursultan Nazarbayev on Thursday
The Senate of Kazakhstan's parliament approved the constitutional law
on amendments in the Kazakh constitutional laws on upgrading the
legislation on the activities of the first incumbent Kazakh president, who
was proclaimed the leader of the nation, as well as the first reading of
the law on amendments in several Kazakh bylaws on upgrading the
legislation in the activities of the first incumbent Kazakh president, who
was granted the status of the national leader. The lower house of
parliament (Majilis) approved the amendments to the bylaws on Wednesday.
In his speech for senators Majilis deputy Rozakul Khalmuradov, who was
among those lawmakers who moved to grant Nursultan Nazarbayev the status
of national leader, noted that the first incumbent president as the leader
of the nation "is vested with such powers, as a Kazakh national address,
the putting forward of initiatives to state agencies and officials on the
most important issues of state construction, national security, which are
to be considered by corresponding state agencies and officials."
The Kazakh Senate Committee for Legislation and Legal Affairs has
adopted a resolution that the first incumbent president "cannot be brought
to responsibility for the actions committed by the Kazakh president until
the expiry date of his presidential office, until the expiry deadline of
his term as the leader of the nation." "Alongside, he cannot be subjected
to detention, arrest, search, interrogation and a personal check-up," the
committee said in the resolution.
For granting the national leader status to the first incumbent Kazakh
president Nazarbayev the amendments were introduced in the Criminal Code,
the laws on the bodyguard presidential service, on state medals, on the
state prize of peace and progress of the first Kazakh president and on the
Kazakh People's Assembly.
