Russia vetoes resolution on Zimbabwe

UNITED NATIONS, July 12 (Itar-Tass) - The U.N. Security Council has failed to pass a resolution to impose sanctions on Zimbabwe. The Russian and Chinese delegations vetoed the resolution.

Russia voted against the draft resolution because it regarded it as an attempt to interfere in internal affairs of a sovereign state, which runs counter to the U.N. Charter, Russian Ambassador to the United Nations Vitaly Churkin said on Friday after the voting.

Although the draft resolution, worked out by the USA and its western allies, got the majority of votes (nine of 15), it was not passed as two of its permanent members, Russia and China, vetoed it. The delegations of Vietnam, Libya, and South Africa also voted against the resolution.

The delegation of Indonesia abstained.

Moscow says the draft resolution ignores important details, as thenegotiating process in Zimbabwe has been launched, "as well as a dialogue between representatives of the government and the opposition, which is in full swing".

Churkin said the co-authors of the resolution have also failed to take into account positions of regional states, which reject the resolution's philosophy of sanctions and come out in favour of continuing a search for political solution.

The resolution would have imposed an arms embargo on Zimbabwe andfinancial and travel restrictions on president Robert Mugabe and 13 other officials. It would also have called for a U.N. special envoy for Zimbabwe to be appointed.
