Moldova, Dniester region to discuss resumption of railway traffic
CHISINAU, July 14 (Itar-Tass) -- Experts from Moldova and the Dniester region will begin the next round of consultations on resuming the full railway traffic through the Dniester region in Odessa on Monday.
Before the negotiations, which will be held under the aegis of the European Union, the sides voiced their positions.
Chisinau offers to restore first the full track of the railway under international standards. For this the Dniester authorities should give a free access for Moldovan Railway specialists to control the condition of the railway infrastructure in the Dniester region.
Moldovan Railway ticket offices will be also opened at Dniester stations, and Moldovan traffic police will convoy the trains.
Tiraspol offers to resolve concrete tasks first and then pass to the solution of the major issues. For this the Chisinau-Odessa passenger train should be resumed via the Dniester region.
The railway conflict between Chisinau and Tiraspol sparked up in 2004, when the Dniester authorities declared as their property a Moldovanrailway section going through the region and demanded the fee for freight transit.
In retaliation Moldova directed their trains in Russia, Ukraine and other CIS countries bypassing the Dniester region. This measure resulted in additional expenses and inconveniences for passengers andfreighters.
On April 11, 2008, Moldovan President Vladimir Voronin and Dniesterregion leader Igor Smirnov agreed to resume the Dniester settlement talks.
They established working groups, which are occupied with confidence-building measures between the two Dniester banks. At the beginning of the year the Dniester region agreed to cancel the freight transit fee via its territory, if Chisinau guarantees the same conditionsfor the Dniester freight transit along the Moldovan railway section.
According to Voronin, Chisinau "has never objected to the proportionate distribution of revenues from the railway shipments between the two Dniester banks."
