Keeping children in military prisons unacceptable-Russia

UNITED NATIONS, July 19 (Itar-Tass) - Russia considers securing rights of children as a priority and carries on active work in this area, Russian first deputy ambassador to the UN Igor Shcherbak said.

He said at the UN Security Council meeting on "Children and Armed
Conflicts" in the UN on Thursday that Russian President Dmitry Medvedev
signed in June a law on the ratification of a protocol to the convention
on children's rights regarding involvement of children in armed conflicts.

"This step has been another testimony to Russia's commitment to
meticulous observance of international law norms and standards, and our
contribution to the UN's campaign to broaden the volume of assumed
obligation of states in human rights and humanitarian fields," Shcherbak
said.

He said the convention on human rights and protocols to it are
"important international instruments in the sphere of protection of
children, including in conditions of armed conflicts".

Russia's representative called on states that still had not joined the
convention to do that immediately.

Russia considers it importance to "struggle not only against
consequences of conflicts, but also to focus efforts on preventing them".
For that, "inter-civilization accord and the rooting out of extremism
on whatever soil it grows" are necessary", Shcherbak said.
He called for adopting "long-term measures to rehabilitate affected
children and their integration in society", making conditions for their
getting continuous and adequate education, their access to medical care.
The Russian representatives expressed concern over the deterioration
of situation of children in Afghanistan and Iraq, stressing
"responsibility of all sides, including the multinational force, for
ensuring security of civilians, in the first place of children, and strict
observance of norms of the international humanitarian law".
He resolutely denounced murdering and injuring children during
deliberate attacks and as a result of unselective and excessive use of
force.
Russia also sees as unacceptable the situation where "hundreds of
children are still kept in military prisons of the multinational force on
arbitrary charges and without access to civil justice," Shcherbak said.
