Ban Ki-moon says UN keeps neutrality on Kosovo status

UNITED NATIONS, July 19 (Itar-Tass) - Russia and UN Secretary General Ban Ki-moon differently interpret the Security Council's Resolution 1244 on Kosovo, as his report on affairs of the UN Interim Administration Mission in Kosovo (UNMIK) suggests.

The report, which was published on Thursday, says the UN has a stance
of strict neutrality on the matter of Kosovo's status.

Russia, one of permanent members of the UN Security Council, has been
critical of the stand of the UN Secretary General, accusing him of
overstepping his powers by giving "green light" to leaders of the UNMIK
for its reconfiguration without consent of the Security Council.

The UN Secretary General said in his June 20 report that because of
new conditions in Kosovo, the UNMIC no longer can fulfill its tasks as
effectively as previously.

Proceeding from the new realities, Ban Ki-moon decided to begin a
reorganization of the international civil presence in Kosovo that would
allow the European Union to play a more substantial role there.

In the opinion of Moscow, the UN Secretary General's proposals should
have been approved by the Security Council, but it was not then possible,
as Serbia was not ready for that because of a lack of sufficient clarity
on a number of issues.
Substantiating their stances, Russia and the UN Secretary General cite
Resolution 1244 that was adopted by the Security Council in 1999.
Ban Ki-moon informed that the reorganization of UNMIK would go in
accordance with the resolution, which would help consolidating of its
achieved results.
Russia sees the attempts to destroy formats of the international
presence in Kosovo as the "striving to legalize the structure that would
handle the implementation of at so-called Ahtisaari plan and in essence
would help the legalization of the illegally proclaimed state", Russian
Foreign Minister Sergei Lavrov said on Thursday.
"Both Moscow and Belgrade meet with full understanding the striving of
the EU to play a more weighty role in Kosovo affairs, but this striving
should be realized not unilaterally, but on the basis of Resolution 1244
with respect for the prerogatives of the UN Security Council," he said.
Lavrov said there was the need for "further consultations of the UN
secretary general both with the sides in the conflict and with all
concerned members of the international community".
