China to issue anti-terrorism manual to public ahead of Olympics

BEIJING, July 19 Kyodo - The Chinese government is to issue a manual advising the public on how to survive a terrorist attack as part of the massive security operation ahead of the Beijing Olympics, state media reported Friday.

The manual, produced by the Public Security Ministry, tells the public how to
deal with various kinds of attacks, including a bomb explosion and kidnappings,
the official Xinhua News Agency reported.

The report did not make clear how many copies of the manual will be produced or
how they will be distributed.

Nearly 100,000 members of the security forces are to be deployed on
anti-terrorism duties up to and during the Olympics, which starts Aug. 8.

Hundreds of road blocks have already been set up on roads leading into Beijing
to check for weapons and explosives.

The government says it has already uncovered several terrorist plots conceived
by Muslim separatists in the northwestern region of Xinjiang, although exiles
from the area says the threat has been massively exaggerated to justify tighter
security in a part of China with its own distinctive language and culture.

The anti-terrorist manual's advice on kidnapping says, ''Please try your best
to stay calm. Don't fight back, don't meet the kidnappers' eyes, don't talk,
move slowly and try your best to hide your communication devices.''

''Lie face down on the ground when the police attack the terrorists. (This)
book is practical. By correctly following its instructions, citizens are very
likely to escape and even stop a terrorist attack,'' it adds.

Other security measures introduced ahead of the Olympics in Beijing include
tighter visa restrictions, which has led many foreign casual workers to leave
the city, increased identity checks and the removal of beggars and hawkers on
the streets.
