Medvedev, Chavez to discuss military-tech, energy cooperation

MOSCOW, July 22 (Itar-Tass) - Russian President Dmitry Medvedev on Tuesday will hold talks with President of Venezuela Hugo Chavez, the Kremlin press service reported. The sides are expected to discuss the expansion of bilateral cooperation, in particular, in themilitary-technical and energy spheres.

Talks in Moscow last month between Venezuelan Vice President Ramon Carrizales and Russian Prime Minister Vladimir Putin and Vice Prime Minister Alexander Zhukov preceded the Chavez' visit. On their resultsCarrizales said, in particular, that Venezuela is ready to buy from Russia all the necessary armaments needed for ensuring security.

"Venezuela will buy everything necessary for the protection of itssovereignty and defence," he noted. "The purchasing of armaments by us is made in accordance with the plan of the Venezuelan armed forces," Carrizales noted.

The vice president did not disprove information about the purchase of the Russian diesel-fuelled submarines Varshavyanka noting only inaccuracy in their number. Answering a question if Venezuela is ready to buy in the near future three such submarines, Carrizales noted, "As for the number of the submarines, this is nothing more than fantasy." At the talks the two sides will discuss not only the military-technical cooperation matters, but also the energy sphere, in particular - major Russian companies have displayed an interest in the expansion of ties with Venezuelan companies. Putin mentioned this at ameeting with Carrizales in June. "Our large companies, such as Gazprom, Lukoil and Russian Railways (RZD) are interested in developing cooperation with partners in your country," said the Russian prime minister.

Vice Prime Minister Alexander Zhukov for his part specified that in particular, Gazprom intends to take an active part in the construction of the Trans-American gas pipeline at the section Venezuela-Brazil. "We have quite specific projects of energy cooperation, I mean the concrete designing of the launch of the construction of the Trans-American gas pipeline, its first part from Venezuela to Brazil," he said after talks with Carrizales. "Gazprom is already doing certain work in this direction," Zhukov added.

In the words of Carrizales, "there are joint designs to develop oil fields in the Orinoco River basin." "We also have projects for theconstruction of oil refineries," he noted.

Zhukov said as well that during the visit of Chavez to Russia theparties plan to sign an agreement on the mutual protection of investments.

"We have only one disputable aspect (regarding determining the regulatory groundwork of the relations), but during the visit of President Chavez to Russia we will be able to settle this question," the Russian Vice Prime Minister is certain. Carrizales agreed with this view.

Chavez said in an interview to Itar-Tass correspondent in CaracasMikhail Makeyev that the "comprehensive cooperation between Venezuela and Russia is of strategic nature." The president noted that Russia is ready to assist Venezuela's industrial development and said that with this end in view the sides intend to discuss issues of the creation of a joint bank and investment fund.

Chavez said Venezuela intends to buy modern Russian tanks. "These are modern and fast-speed tanks," said the president. He displayed an interest in the supplies of Russian air defence systems and equipment for the reinforcement of the Venezuelan Navy. Chavez said that for the purchase of military equipment and armaments the Russian side has offered credits to Venezuela.

The Venezuelan army needs modernization. Its re-equipment will becontinued, and Russia is ready to give assistance in this, the president said addressing activists of Venezuela's United Socialist Party.

In addition, the president of Venezuela expressed gratitude to the Russian leadership "for the high level of cooperation in all spheres."Informed sources told Tass that "the Venezuelan leader also plans to meet with Moscow Mayor Yuri Luzhkov and the leadership of Rostekhnologii Corporation. Rostekhnologii is a legal entity the purpose of which is to promote, develop, produce and export high-tech industrial products.

Hugo Chavez wants "to establish relations of friendship and political confidence" with the Russian leadership. The Venezuelan head of state expressed this idea on Saturday at a meeting with workers of the sugar industry in his native state of Barinas. According to Chavez, the main aim of his coming visit to Moscow where he will go on Tuesday, is "to consolidate the strategic alliance in the political, economic, technological and military spheres."
