Medvedev urges attracting scientific personnel into Russia.

MOSCOW, July 25 (Itar-Tass) - Russian President Dmitry Medvedev has called for working out of a system of measures for the attraction into Russia of leading scientific personnel.

"A separate system of measures is needed for the attraction into our country of scientific-pedagogical personnel from the leading scientific and educational centres of the world," the president said at a meeting on the development of a network of scientific-educational centres.

"We cannot all the time stew in our own juice, with all the deeprespect towards the national scientific school," Medvedev said noting that in the modern conditions it is necessary to have scientific mobility. "We used to have it, but it was one-sided - personnel were leaving our country, and nobody was coming to us," Medvedev complained.

"It's time to change the situation," the president is certain.

"Mobility should be present, but in all directions," he believes.
