Discussion on how to revise the mining law

(KPL) The lignite resource in the country would be regarded as a mineral that is more important then others and this was one of the topics discussed when some mining officials met to discuss the drafting of revisions to the Mining Law in Vientiane last week.

Three people, Mr Thongphat Inthavong, Director General of Department of Mines, Dr Simone Phicith, Deputy Director of Department of Mines and Dr Jennifer Cook Clark, Consultant, IFC, chaired the meeting on the Inter-ministerial Meeting to revise the mining law. Officials from the Department of Mines and private bodies were also at this meeting.

The participants discussed the process of approval for exploration licensesand mining concessions and how to provide more opportunities for mining investors.

Another important factor of this revision is to draft new lawsto ensure sustainable mining development.

Dr Simone Phicith, Deputy Director of Department of Mines said that the revision should take into account the real situation of the country andregional and international politics.

He also said the new revised mining law should be passed when theNational Assembly meets in December 2008.

If this new revised mining law was adopted by the National Assembly the Lao government and investors should be able to get more benefits, compared tothe old mining law he said.

During the meeting the participants discussed the relation of the revised mining law to access to large exploration areas, security of tenure, balanced and fixed fiscal terms during the mine's life cycle , knowledge of overall obligations including environmental and social responsibilities, clear and transparent regulatory regime and clarity on inter-ministerialresponsibilities.
