MOSCOW, July 29 (Itar-Tass) - The Integration Commission of Russia, Kazakhstan, and Belarus are to discuss Tuesday a package of documents aimed at forming a Customs Union (CU), a Russian government source hasannounced.
"During a meeting in Moscow at Vice-Premiers' level, the Commissionwill discuss a package of documents on CU formation," he said.
The source said the documents must be prepared by mid-October for a session of the Inter-State Council of the member-countries of the Eurasian Economic Community (EURASEC), at which they are to be signed. According to forecasts made by the source, a CU of the three countries is expected to begin to function in 2011. "We must ensure the entering into force of all those documents before the end of 2010 so that the CU could begin tofunction in 2011," he said.
The source is of the opinion that it would take another several years for the other EURASEC countries (Kyrgyzstan, Tajikistan, and Uzbekistan) to join the CU. In so doing the source did not make more specific forecasts.>A simultaneous accession to the CU by all the three countriesis the most optimistic option," he maintains.
At the same time the source pointed out that these countries are at different stages of the fixing of the customs tariff and the negotiating process with other international organisations, such as the World TradeOrganisation.
At Tuesday's meeting, the sides are also to prepare an agenda for a EURASEC summit, which is scheduled for October. Those present will also discuss an agreement on the encouragement and mutual protection of investments, the formation of a common information system to ensure theoperation of the energy market of these countries, the source said.
On the Russian side, First Vice-Premier Igor Shuvalov heads thedelegation.
