HUMAN CAPITAL A KEY CHALLENGE TO REALISING NEM - MASTER BUILDERS
PETALING JAYA (Malaysia), Nov 2 (Bernama) -- Sufficient human capital is a key
challenge that must be managed to ensure the 10th Malaysia Plan and New Economic
Model become a reality, Master Builders Association Malaysia (MBAM) President
Kwan Foh Kwai said Tuesday.
He said the government must ensure that there were sufficient numbers of skilled
construction workers, both local and foreign, before considering any changes in
the present levy structure.
"The government initiative to reshape the economy must include special focus on
intensifying human capital development," he said at the third Malaysian
Construction Summit 2010, opened by Works Minister Shaziman Abu Mansor here.
Kwan said the government must also emphasize on vocational training and
improving lifelong education and on-going self development which will help
up-skill and re-skill the labour force in Malaysia.
He said the government must also continue to have policies that are more consistent and predictable to encourage investment and confidence in the construction industry.
"The public sector needs to undergo a mindset change and respond to the higher expectations of the people and the private sector in particular," he said.
Meanwhile, Kwan said MBAM had asked the works minister to re-examine several directives by the attorney-general (AG) pertaining to the proposed Construction Industry Payment and Adjudication Act (CIPAA).
"We hope that the minister will do the necessary to defend and protect the interest of the construction industry players as the problems and interests of the industry players must be the paramount consideration in the enactment of CIPAA," he said.
Shaziman said the AG was still sorting out technical issues regarding CIPAA.
"Hopefully before end of this year, CIPAA can be concluded," he added.
