Lao News Agency - 43 years in operation
VIENTIANE,05 JAN.(KPL)- The growth of the Lao News Agency “Khaosane Pathet Lao” (KPL) has been closely associated with the development of the country and the revolution, the Party, State and people.
Forty- three years ago, on January 6, 1968, the president of the central Neo Lao Haksat (Lao Patriotic Front), agreed on setting up Khaosane Pathet Lao (KPL) in Viengsay, northeastern Houaphanh province.
Then, the KPL, as the Lao revolutionary press, was a small news agency, staffed with only a dozen reporters and technicians. They were tasked to collect, process and provide news for the “Pathet Lao” (Lao country) Radio and the “Lao Haksat” (Lao patriotic) newspaper, the mouthpieces of the revolutionary movement. To reach the outside world, the news agency transmitted news in English on short wave radio.
The Lao News Agency has tirelessly worked through a period of great difficulties and sacrifices over the past 43 years to become a large, prestigious and modern news agency in Laos. It is a sharp weapon on the ideological and cultural front of the Party, State and people of Laos.
The Lao News Agency took the lead in providing information on new events.
In 1973 the Lao News Agency (KPL) published its daily bulletins for circulation in Vientiane Capital. Most of its news items focused on the negotiation process, Vientiane agreement, agreement implementation, the formation of the coalition government, the national political coalition force and the people’s movement which was poised to seize political power. Meanwhile, the Lao News Agency was still based in Viengsay, published regular analysis for the “Neo Lao Haksat” (patriotic) leaders. After the proclamation of the Lao People’s Democratic Republic on December 2, 1975, KPL, besides the publication of its bulletin in Lao language, developed to publish daily bulletins in English and French.
In April 1979, the agency launched its first issue of the quarterly magazine, “Pathet Lao” (Laos) and in 1987 the magazine in English came out. Starting in 1997 the magazine was issued on a monthly basis.
During the initial stage, news transmission was done by means of telegraphic machine (Morse). In the 1970s, teleprinter T-51 was introduced for news transmission to outside world. However, the telegraphic machines were still in use for news transmission in Laos. On its 30th founding anniversary (6/1/1968 - 6/1/1998), the Lao News Agency was awarded “Issara” (freedom) medal - first class, the highest award of the Lao PDR. This confirmed that it had played a major part in the cause of national liberation and defence.
In order to reach the goals assigned by Party, State and Ministry of Information and Culture, the agency, in 1999, took on the task of upgrading its technical facilities. Some years ago the news transmission, between and within provinces, relied on the telegraphic system. Then walkie-talkie, computer and facsimile machines came to replace the old and outdated system. Another form of modernisation was the news transmission overseas. The T- 51 teleprinters were replaced with newer models, T-100 and then T-1000, which enabled speedy transmission. However, teleprinters became obsolete and computer system took over the task of news dissemination to the world. Another form of news transmission, the short wave, was replaced by the satellite system.
In 2001, the Lao News Agency published Pathet Lao daily newspaper. In 2003 it upgraded its daily English and French news bulletins by combining them together into a tabloid and called it the KPL News. Improvements were made to its contents and its main objective was to provide information domestically and to the world.
The Lao News Agency has its own website (www.kplnet.net and www.kplnet.la ) and the E-mail was introduced for domestic and international transmission of news and information. Computerisation is being carried out within the news agency and authorisation had been granted for the use of internet.
KPL has its own branches in all the provinces and sub-branches are also found in all the districts of the country.
KPL staffs are proud of the guidance and care for by Party and State leaders during their development. For their part, generations of KPL’s cadres have always proved to be absolutely loyal to the revolutionary cause of the Party, State and people - ready to effectively serve the strategic tasks of the Party and the State in all stages of the revolution.
In recognition of such contributions, the Party and the State conferred the first class of Issara (freedom) Order, third class of Labour medal and a number of other decorations on KPL cadres and workers.
By continually broadening its international relations, KPL today has signed bilateral agreements with national news agencies of Vietnam, China, Cuba, and Russia. It is a member of the News Pool of Non-Aligned Countries and of the Organisation of the Asian and Pacific News Agencies (OANA).
By 2008-2009 and in the early 2009-2010 period, the Lao News Agency has completed its provincial network improvement project and introduced the File Transfer Protocol (FTP) for news transmission between the centre and provinces.
The year 2010 was special for all Lao people amid the celebration of Vientiane’s 450th anniversary as the national capital, the 35th founding anniversary of the Lao PDR. On these occasions, the Lao News Agency had to work harder to serve these events by publishing more than 18,000 articles in Lao, English and French languages on these events.
To cite its other achievements, the Lao News Agency, in 2010, issued more than 260 items of Pathet Lao daily newspaper containing more than 9,000 articles. On its part, the KPL News has a daily circulation of more than 300 copies with more than 10 different articles a day. Its website is being updated daily.
Concerning its photo collection, the Photographic Division of the Lao News Agency has actively worked to take snapshots of state leaders when they were on duties within and outside the country.
The KPL News or “Laos News” acts as the main source of information on Laos. It collects and then provides news to newspapers, radio and TV stations. KPL and other media are owned by the state. KPL relies on the government’s input, which is thus limited. In order to attain its goal in the new period, the Lao News Agency would do its utmost in the coming years to develop itself to go forward together with other regional and international news agencies.
At this time, KPL must make still greater efforts to serve that strategic task at best it can by constantly improving the quality and efficiency of its information.
