Tokyo, Seoul agree on 12 Haneda-Gimpo flights per day

This is the first time specifics have been decided on the new international landing and takeoff slots to operate during the day following the expansion ofHaneda.

The agreement, which was reached during talks held through Wednesday between the two countries' aviation officials in Tokyo, is a step forward towardsinternationalizing Haneda airport, observers said.

Despite its geographical proximity to the center of Tokyo, Haneda is now mostly used for domestic flight services and some chartered international flights due to a government policy designating Narita airport, east of Tokyo, as a majorgateway for overseas flights.

But the opening of a fourth runway, which is now under construction, will add about 110,000 daytime slots a year, 30,000 of which will be dedicated toregular overseas flights.

At present, a total of eight chartered flights are allowed between Haneda andGimpo airports each day.

Under the accord, Japanese airlines will operate six flights and South Koreanairlines will operate the same number of flights.

Of the agreed 12 regular flights, both Japan and South Korea may be allowed to operate two flights each, connecting Haneda and Busan in South Korea, instead of the Haneda-Gimpo route, Japan's Ministry of Land, Infrastructure, Transportand Tourism said.

During the bilateral aviation talks, the two countries also agreed that each of them will operate up to two flights per day at late night or early morning between Haneda and an unspecified airport in South Korea, ministry officials said, adding that the airport is likely to be Incheon International Airport,west of Seoul.

The accord is in line with the goal of the transport ministry to work out by the end of this year of allocating domestic and foreign airlines to 60,000 international slots at Haneda, including late night and early morningoperations.

Japan and South Korea have been trying to boost bilateral air traffic for some time. But the endeavor excluded Narita and Haneda airports in the Tokyo metropolitan area on the grounds that their departure and arrival slots arealready full.

In late July, Japan and Malaysia struck a similar aviation deal for flightsbetween late night and early morning.
