Qatar Condemns All Forms of Violence and Acts that Threaten Somali Citizens' Stability and Security

New York, March 12 (QNA) - New York, March 12 (QNA) - The State of Qatar has expressed its condemnation of all forms of violence and all acts which threaten the stability and security of Somali citizens, or the internationally recognized government or international forces .. also expressed regret for the casualties they have suffered.
This came Qatar's statement before the Open Thematic Debate of the United Nations Security Council, delivered by HE Ambassador Nassir Abdulaziz Al Nasser, Qatar's Permanent Representative to the United Nations.
HE Al Nasser said: In the last four years, and since the national reconciliation conference in Djibouti , Somalia has witnessed a range of positive developments at the domestic level, such as the new Transitional Federal Government led by His Excellency President Sheikh Sharif Sheikh Ahmed, the process established to implement the strategy of the Secretary-General for Somalia, the formation of the new interim government which developed a roadmap for the management of the country and seeks to work in close coordination with the African Union Mission in Somalia (AMISOM.(
"We also note positive developments at the regional and international levels as we witnessed an increase in attention to Somalia in terms of recognition of the need to build institutions and to support development and reform the most vital sectors in this country. This increased international attention to Somalia is illustrated by the number of international conferences such as Brussels and Istanbul Conferences, the discussions of the General Assembly on key changes faced Somalia, as well as our debate on Somalia today" he noted.
However threats looming in this country because of the attacks on the Somali transitional government by militant organizations, the persistence of the phenomenon of continued support by the international community, he added.

HE Al Nasser further said: The main reason why the State of Qatar has been keen on assuming the presidency of the Contact Group of the Organization of the Islamic Conference on Somalia, as well as the Chairmanship of Security Council Committee in Somalia in 2006, is its eagerness to restore security and stability in that country, which is beleaguered by long years of lack of stability, security and development, especially since the insecurity is coupled with the effects of the humanitarian, economic and environmental challenges.
The State of Qatar Maintain a good relationship with the Transitional Federal Government, as we are aware of the fact that Somalia is in dire need of steady support from the international community in order to help it rebuild the Somali economy and its national institutions, he underlined.

He said: It is well known to everyone that the Somali TFG suffers from significant shortcomings in financial resource, which prevent it from discharging its day -to-day duties effectively, and contributes to delaying the establishment of national institutions and the establishment of security and the rule of law in the country.

HE Al Nasser said: " We condemn all forms of violence and all acts that threaten stability and security of Somali citizens, the internationally recognized government or international forces, and we regret any casualties they have suffered" . "Also we seize this opportunity to express our appreciation to the African Union and the countries contributing troop of AMISOM. As security remains the most critical challenge faced by the transitional federal institutions, we must increase the package support provided to AMISOM, which is one of the strongest pillars to ensure the continuity of the Transitional Federal Government. However this interim order must be overcome in the next stage in order to enable Somalia to build its State institutions, to achieve a degree of self-reliance and the preservation of national ownership". he added

HE Al Nasser said: With regard to the problem of piracy off the Somali coast, this problem has reached an unprecedented level as 1181 people were taken hostage during the past year and as this problem costs the world USD 7 billion annually. The military actions taken to deter pirates and protect merchant ships in the Indian Ocean are indispensable. However, it is also necessary to put an end to impunity of the pirates through support for the judicial system in Somalia and building larger detention centers, so as to ensure and end to the culture of impunity among pirates. In fact 90 percent of the pirates who are arrested by international forces are released shortly after their detention. While we release that the Security Council is addressing the legal aspect of this important issue, in the long term, we believe that the best solution to Somalis woes is to address the root causes of this problem in a holistic fashion.
HE Al Nasser said : We have stressed repeatedly that we should not deal with Somalia only through a security perspective, since any approach aimed at addressing the lack of security and stability will not be successful unless it addresses it various dimensions, and within the framework of cooperation and close coordination between the United Nations and the African Union, the Arab League and other sub-regional organizations on the basis of Chapter VIII of the Charter. Anyway, it is important to stress each time the importance of respect of the sovereignty, territorial integrity, political independence and the national unity of Somalia.
To achieve peace, security and development in Somalia and lift it out of the critical situation it has been going through for the past two decades, the Somali Government should intensify its efforts to achieve an environment conducive to national reconciliation among all parties in Somalia and to lay the foundations of comprehensive and sustainable peace.
For many years Somalia was regarded as a "forgotten country", while the crisis in which it was mired has led to the loss of hundreds of thousands of lives and is threatening the security and well-being of millions. This situation must not continue because the stability of Somalia affects the stability of its region and beyond. In this regard, it will be very important that efforts to help the country be coordinated through cooperation between the Security Council and the General Assembly and the specialized agencies in accordance with their mandates. The international community has a responsibility to do what it can to end this crisis which is one of the most difficult crises int eh world, HE Al Nasser concluded.(QNA)
