Qatar National Development Strategy Launched
Doha, March 28 (QNA) - In the presence of HH the Emir Sheikh Hamad bin Khalifa Al Thani, HH the Heir Apparent Sheikh Tamim bin Hamad Al Thani launched the Qatar National Development Strategy 2011-2016 at a ceremony held at the Doha Sheraton Hotel.
The ceremony was attended by HH Special Adviser to HH the Emir Sheikh Abdullah bin Khalifa Al Thani.
It was also attended by HE Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani, HE Deputy Prime Minister and Chief of the Emiri Diwan Abdullah bin Hamad Al Attiyah, and a number of their excellencies Sheikhs, Ministers, the Speaker of the Advisory Council and Council's members.
At the beginning of the ceremony, the national anthem of the State of Qatar was played, followed by a recitation of verses from the holy Quran.
Then, a group of children appeared on the stage carrying with them the keys of the different government sectors.
Speaking on the occasion of launching Qatar's first National Development Strategy 2011 - 2016, HH the Heir Apparent Sheikh Tamim bin Hamad Al Thani said this strategy was developed under the guidance of HH the Emir Sheikh Hamad bin Khalifa Al Thani to achieve the goals of Qatar National Vision, which translates Qatar's commitment in ensuring the prosperity of its citizens, into action plan to deepen the reciprocal relationship between economic growth and human development and between the interests of the country and the welfare of the citizens.
Qatar has accomplished exceptional progress which its benefits go to the nation and to its citizens as well, but this progress has at the same time created many challenges that require further development of our executive bodies in order to be overcome, HH the Heir Apparent added.
The strategy, he said, provides a more consistent and coherent approach for the completion of our sustainable development such as investment in the human resources. It helps us to avoid money wasting as well as maintain the environment and identify our national priorities to support the modernization and development of public sector institutions and entrench a culture of professionalism and devotion to the work values, His Highness said.
This development strategy details the mechanisms and tools needed to be taken by our institutions to achieve balanced and sustainable growth, while taking into account the needs of generations to come, a matter which requires the responsible use of our resources, he said.
HH the Heir Apparent stressed that the current generation and generations to come will reap the great benefit of the proper exploitation of Qatar's abundant natural resources.
This strategy is in consistency with the goals of Qatar National Vision 2030 and promotes the diversification Qatar's economy to lay the groundwork for a productive and creative society as well as create new opportunities for Qatari youth, His Highness pointed out, adding that it balances the demands of modernity, the preservation and enrichment of Arab and Islamic culture.
HH Sheikh Tamim bin Hamad Al Thani underlined that the national development strategy has programs and projects to enhance investment in education, health and social protection as well as ensure an urban, sustainable and healthy environment for all.
Then a documentary film about the strategy was projected. Later HE Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabr al-Thani, delivered a speech in which he welcomed the distinguished guests on the occasion of the launch of the first national development strategy of the State of Qatar 2011-2016 which is undoubtedly an outstanding occasion to continue a fruitful long way to create a better future for all qatari citizens especially our children and future generations.
HH the Emir Sheikh Hamad bin Khalifa al-Thani, has initiatied such mission through identifying the aspirations of all qataris and HH's aspirations represent the basis for Qatar National Vision which is the launching point, which provide the sustainable context for economic, social , human and environmental development, HE the Prime Minister And Foreign Minister told the audience .
HE Sheikh Hamad Bin Jassim Bin Jabor Al Thani further said that HH the Emir have pointed out at the opening of the thirty-ninth of session of the Advisory Council on November 09,2010 when HH said ,'' We have finished preparation for the overall strategy of national development for 2011-2016, which covers the four pillars of Qatar National Vision. And out of our complete conviction that achieving our goals of sustainable development is not the sole responsibility of the state but it is a national responsibility that all must share in and be involved , thus preparation has been made for such a strategy in coordination with the private sector and the civil society institutions in implementation of the principle of full partnership of the components of society and to ensure implementation of commitment at the planning and operational levels alike.
HE the Prime Minister And Foreign Minister went on to say that the national development strategy has been prepared for translating Qatar National Vision into a tangible reality by setting up the priorities of programs and projects to ensure a sustainable and prosperous future. It has been built on the so-called notable success which has been achieved in the context of the modernization of the State of Qatar and provide a high standard of living for its citizens.
''In spite of all what has been achieved there is still much to be done, where we face many challenges: foremost the need to more diversified economies to be complementary to oil , gas and non-renewable energy related activities and the creation of a vital private sector with a broad-based and sustainable enhancement of human development to benefit from the future opportunities and transfer from a task force of low-wages and low productivity to another force of high wages and abundant productivity and deal effectively with the crippling disease in an increasingly way to the pattern of life of the population such as diabetes, obesity and management of the environment in a sustainable manner and the development of strong and effective national institutions while maintaining our culture amid the acelerating and rapid changes'', HE the Prime Minister And Foreign Minister told the guests.
Elaborating HE sheikh hamad bin jassim voiced pleasure that the national development strategy has outlined the general frameworks for the programs and projects facing these challenges as strongly as was the preparation of good programmes and were discussed on a large scale since they had been designed in a comprehensive way to ensure the successful implementation and to realize positive results.
Then HE the Prime Minister and Foreign Minister touched upon how to ensure the effective implementation of the national development strategy in order to achieve the cherished success, since we are in need of changing the way we manage our activities.
''Such a strategy provides good opportunities for all Qataris, especially the ministries and the governmental agencies sinc it had been designed to allow flexibility and creativity when executing programmes and interventions as it provides the opportunity to take risks and allow the areas of innovation and creativity and may occur some mistakes during the implementation. However, we can by learning from our mistakes, to be sure that our ability is capable to meet the local and global challenges that arise in the future, said HE the prime minister and foreign minister. This also means the need to broaden the base of participation in determining the future aspirations and be more capable of innovation and creativity in our institutional activities and requires that we accept positive change'', he noted.
HE Sheikh Hamad Bin Jassim Bin Jabor Al Thani further said that such first national development strategy and the subsequent strategies will provide the clear path to move forward in the development of our country before and after the completion of hosting the World Cup in 2022, where such a global event will be an opportunity to showcase what progress we make for our beloved country . Therefore mechanisms will be enforced to ensure the effective implementation of the national development strategy and submit the periodic reports to His Highness the Emir , HH the Heir Apparent and the Cabinet to ensure consistency of the implementation plan of the aforesaid strategy , the matter which will require consensus of all operational plans of the ministries and the governmental agencies in the near future with the goals and objectives of the national development strategy .
''A throughout follow-up and evaluation of those plans will ba made on a regular basis'', HE the prime minister and FM said adding that the government has adopted a long-term approach for the development of the country and in the availability of the national development strategy 2011- 2016, the government is committed to allocating the required financial and human resources necessary to ensure the success of the strategy and to achieve this, then it requires a sustained and collective effort on part of all the inhabitants of the State of Qatar, HE the Prime Minister And Foreign Minister told the attendants.
''The days and weeks to come following the launch of the national development strategy will witness the implementation plan for discussion, which means we will start our journey together, which will require hard work and dedication by all the qataris to ensure the full exploitation of our national potentials, said HE sheikh hamad bin jaassim bin jabor al thani .
HE thanked all who contributed to the preparation of the national development strategy whether individuals and public and private organizations and the civil society organizations, and also congratulated His Highness the Heir Apparent for his leadership of all phases of the strategy .
He also expressed appreciation to the role of the General Secretariat for Development Planning in the preparation. We ask Almighty Allah to grant us all success , HE the Prime Minister And Foreign Minister concluded.
For his part, Secretary General of the secretariat general of the development planning HE Dr. Ibrahim Al Ibrahim said in a similiar address that the state of qatar has scored a lots of accomplishments at all levels under the wise leadership of hh the Emir Sheikh Hamad Bin Khalifa Al Thani And HH the Heir Apparent Sheikh Tamim Bin Hamad Al Thani.
Underlining the significance of the national development strategy which seeks to maintain these accomplishments and supporting progress and meeting all challenges , HE Dr. Al Ibrahim said that it is up to the State Of Qatar to take wise options as regard to the characteristics of the society it wishes in the future and take decisive and tangible steps to materialise such a future.
The strategy materialize the aspirations of Qatar National Vision 2030 into desired goals and outlines the policies and programmes necessary for materializing theser targets, said HE Al Ibrahim.
Qatar National Vision 2030 has clearly outlined the option Qatar has to folow suit through its stress on the full importance of sustainability noting meantime that the strategy has come to show how best to build athe pillars of sustainable prosperity and welfare, he told the audience.
Elaborating Dr. Al Ibrahim further pointed out that the current and the future decisions which are being taken on the amount and how to exploit our hydrocarbon resources and the size of spending, saving and the nature of local and foreign investments determine what we bequeath to future generations .
"If we squander our currently available resources , and exaggerate in spending, and we fail to invest in a meaningful way, then the future generations will pay the price, " warned HE dr. Al Ibrahim.
HE the Secretary General of the Secretariat of the development planning further stressed the need to maitain serious and effective implementation of the objectives of the aforesaid phased strategy that represent the important steps to achieve the objectives of Qatar's National Vision, to be consistent with the aspirations of the political leadership of the State of Qatar and the wishes of its citizens in building a prosperous and modern state.
It is worth to mention that the National Development Strategy 2016-2011 constitutes a practical translation of the Qatar National Vision 2030 which will serve as a five-year plan which was first developed with the participation of ministries and the concerned parties in the State in order to draw practical steps that can be implemented to achieve comprehensive development.
The aforesaid strategy also includes programme the state can work for to achieving the aspirations of the national vision that set specific targets for human , social, economic and environmental development.
