'Fishermen need to be treated in humane manner'
New Delhi, Mar 29 (PTI) India and Sri Lanka Tuesday
stressed the need for all fishermen to be treated in a "humane
manner" and agreed that the use of force cannot be justified
under any circumstances.
Sri Lanka also underlined the need to respect the
International Maritime Boundary Line while carrying out
fishing activities. The two nations also discussed measures to
expedite the release of bonafide detained fishermen in each
other's countries.
"Both sides reiterated the high priority given by
their respective governments to issues of fishermen and their
livelihood. They stressed the need for all fishermen to be
treated in a humane manner," a joint statement released after
the 3rd meeting of the India-Sri Lanka Joint Working Group on
Fishries, held here between March 28-29, said.
"To ensure the safety and security of fishermen, both
sides agreed that the use of force cannot be justified under
any circumstances," it said.
The Lankan delegation was led by Ranjith Uyangoda,
Additional Secretary, Ministry of External Affairs of Sri
Lanka, while the Indian delegation was headed by by T S
Tirumurti, Joint Secretary (BSM), Ministry of External
Affairs.
The statement comes against the backdrop of recent
violent incidents which resulted in the death of two Indian
fishermen. Many fishermen were also apprehended in the Lankan
waters following which India had raised the issue with Sri
Lanka.
Lankan officials informed that the deaths of two
Indian fishermen during violent incidents in January 2011 were
being investigated.
In this context, the two sides noted that the Joint
Statement on Fishing Arrangements of October 26, 2008 had led
to a decrease in violent incidents in 2009-2010.
The two sides said that given the socio-economic and
livelihood dimensions to the issue, there was a need for
enhancing cooperation by building on the agreements reached
earlier.
"They agreed on the need to discuss arrangements based
on the current situation so as to further strengthen the
safety, security and livelihood of the fishermen," the
statement said.
