Second Gulf Forum for the Deaf Kicks Off in Doha
Doha, April 20 (QNA) - the second gulf forum for the GCC deaf institutions kicked off on Wednesday at the Ritz Carlton hotel under the title,'' enablement of the adult deaf, a common responsibility''.
The two-day event is organised by Qatar national human rights committee (NHRC) in collaboration with Qatar cultural Center for the Deaf and Mute.
Addressing the opening ceremony, Minister of Culture , Arts and Hertiage HE Dr. Hamad Bin Abdulaziz Al Kuwari underlined in his speech read out on his behalf by the Ministry's Secretary General HE Mubarak Bin Nasser Al Khalifa that man is the highest goal of development and its means for it that is why the state was keen to establish social and educational institutions and authorities to serve all sectors of the society.
HE al kuwari also highlighted the key role of Qatar cultural Center for the Deaf and Mute which serves the Qatari, gulf and arab deaf. '' such a center embodies the cooperation already existing between the said center and the other social , humanitarian and educational institutions to provide these services'', said HE the minister of Culture , Arts and Hertiage .
the function being held under the patronage of Minister of Culture , Arts and Hertiage Minister He Dr. Hamad Bin Abdulaziz Al Kuwari includes several topics tackling the deaf adults and their hopes , services rendered to the deaf and the modern technology and the means of communication for the deaf.
The forum is aimed at revealing the ambiguity encircling the conditions of the deaf adults , education and employment , the International Convention on enabling people with disabilities.
It also aims at introducing reality of services rendered to the deaf in general and the deaf woman in the arab region in particular through the experiences of others and shedding light on the psychological , social and physical needs and the obstacles hindering the participation of the deaf adults in the development process.
For her part, sheikha hessa al thani, the honorary president of the aforesaid center said the enablemenet topic adopted by this year's forum especially the adult deaf is a very important matter that develops several questions including enablement or consolidation , the targeted category and the enablement mechanism.
She also recommended for revising the adequate policies, legislations , progammes and funding human and financial resources to materialize such enablement and raise the awareness of the society and the people with disabilities who are a marginalized category and should be put under focus.
Sheikha Hessa also underlined the need to rehabilitate those people with disabilities amid a friendly family atmosphere and should be dealt with via trained teachers , specialists , physicians and nurses pointing out that the family is the first pillar for the success of rehabilitation and enablement which should also be tackled on qualitative , scientific and objective bases via coordination and cooperation.
For his part, Chairman of Qatari Center for the Deaf Ali Obaid Al Sinari said that the forum aims to achieve the desired objectives for people with hearing disabilities, especially as there is a large group of people who see the deaf as the person who is unable to give or creativity, and even some parents see it.
He stressed the importance of communication and integration of the deaf with the community through sign language because people can be effective through education and appropriate support and encouragement.
