Posting bomb-making instructions online subject to heavy punishment
SEOUL, May 17 (Yonhap) -- Those who post bomb-making instructions online will be charged with sedition under criminal law, police said Tuesday, days after homemade explosives detonated at two major transportation hubs in Seoul.
Though no one was hurt in the attacks, the string of explosions on Thursday apparently alerted police to the need for tougher laws after a suspect confessed to having found bomb-making instructions online.
"Although we clamp down on online posts, so far there has been no punishment for the simple act of posting unless it's been followed by the purchase of bomb-making material or any other specific action," a police official said on the condition of anonymity.
Under South Korean law, plotting for or instigating the use of explosives is subject to two or more years in prison, while their actual use is punishable even by death.
Police said they plan to step up monitoring of such online activity, request the cooperation of foreign Web sites and ban the use of certain search words related to explosives.
