1st Regional Conference on ICC Discusses Arab Role in Court Establishment

Doha , May 24 (QNA) - The First Regional Conference on the International Criminal Court (ICC) opened here on Tuesday with a talk to introduce the ICC and the contribution of Arab States in the adoption of the Rome Statute which established the court.
Legal Advisor to the Secretary General of the League of Arab States Mohammad Radwan Bin Khadra discussed the Arab role in establishing the court and their participation in the preparatory meetings of the court held between 1999-2002 among other contributions.
He described the Arab participation in the meetings as active, saying that the Arab stand during the meetings was against any amendments that run counter to the Rome Statute.
The Arabs general position, according to Bin Khadra, is supportive to the establishment of a permanent and independent ICC as a necessary tool to solidifying the principals of international criminal justice. He added that this means carrying out the international law without discrimination against certain people. It also means the non-selectivity in punishment according to the Legal Advisor.
Bin Khadra reviewed the requirements for any country seeking to be part of the ICC; each country must locate the contradictions in its Rome Statute with their own constitutions is one of the requirements. He also reviewed the implications on a country that does not seek to be part of the ICC. Bin Khadra also stated the difficulties facing the ICC in the region, such as the refusal of charging Northern Sudan's President Al Bashir with genocide.
As for the future, the legal advisor said that the court faces a challenge in supporting the efforts made by Arab countries to apply the international human law in the region. He added that the future of the court in the region will depend on its ability to put an end to discrimination and selectivity in enforcing the law.
For his part, legal adviser of the Presidency of the ICC Hirad Abtahi also reviewed the history of the court and highlighted the importance of the conference in clarifying the role of the court and its specialties.
Attorney General of the State of Qatar HE Ali Bin Fetais Al Marri emphasized the importance of the conference and the benefits made through the discussions of the participants.
HE Al Marri said that Arab countries will no longer accept double standards, adding that the conference will be able to put these issues on the line. He added that he is hopeful of a polarization of Arab points of view regarding these issues by the end of the conference.
