Biography of Comrade Nouhak Phoumsavanh

(KPL) Comrade Nouhak Phoumsavanh was born on 9 April, 1910 at Ban Phalouka, Mukdahan province. He is a son of Mr. Thongphak and Mrs. Banthoune. He married with Ms. Chanthom in 1933 with four children. Then in 1944 he married again with Ms. Bounma.
In 1945, he was one of the founders of the Lao revolutionary movement. In 1949, he was appointed as chairman of the Lao Resistance Committee for the Eastern region and also in charge of preparing the nationwide congress of deputies to form the Lao Resistance Government.
In 1950, he was appointed Minister of Finance for the Lao Resistance Government. In 1954, he was nominated to the negotiating team of the Neo Lao Haksat “Lao Patriotic Front” in Vientiane, which was under the rule of the Royal Government. In 1955, at the first congress where the Lao People’s Party (Lao People’s Revolutionary Party currently) was founded, he was elected a member of the Party Central Committee.
In 1958, he was a deputy of the National Assembly in the first period of the Lao unification and also secretary of the Party cell in Vientiane. In 1959, he was arrested by the Royal Army and detained along with Prince Souphanouvong and some other leaders of the Lao Patriotic Front.
From 1960-1962, he was a member of the negotiation team to form the second coalition government, and Secretary of the Party cell in Khangkhay, Xiengkhouang province, and in charge of steering the patriotic team in the coalition government.
In 1966, he was a standing member of the standing committee to the Party Central Committee, in charge of organisation affairs, and economic-finance affairs.
In February, 1972, he was appointed to take charge of economic affairs.
At the nationwide congress of the people’s deputies in 1975, he was appointed Vice Prime Minister and Finance Minister of the Lao People’s Democratic Republic.
In April 1982 and November 1986 respectively, he was elected as the First Vice-Chairman of the Council of Ministers, and standing member of the Council of Ministers, supervising economic affairs. In 1989, he was elected deputy of the People’s Supreme Assembly and President of the People’s Supreme Assembly, second legislature, and chairman of the committee for the constitution drafting.
On 25 November, 1992, he was elected by the extraordinary session of the People’s Supreme Assembly, second legislature, as the President of the Lao People’s Democratic Republic and remained in the post until 24 February, 1998.
From the first to the fifth congresses of the Party held in 1955, 1972, 1982, 1986 and 1991, respectively, Mr. Nouhak Phoumsavanh was elected a member of the Party Central Committee. He was elected a Politburo member of the Party Central Committee in the second till the fifth Party congress.
Comrade Nouhak Phoumsavanh was appointed the advisor to the Executive Committee of the Lao People’s Revolutionary Party Central Committee in the sixth and seventh Congress of the Lao People’s Revolutionary Party held in 1996 and 2001.
