FAO and NUoL organized a workshop on food security analysis

VIENTIANE,JULY.(KPL)- The Lao Government and the Food and Agriculture Organization of the United Nations (FAO) took the initial steps to enhance the understanding of food insecurity in Lao PDR. In collaboration with the National University of Lao PDR (NUoL), a workshop was convened to discuss food security analysis on June 16th 2011. Food security concepts and an analytical framework were presented.
The workshop organizers explained that a good understanding of the underlying causes of food insecurity in Lao PDR is necessary to improve food security conditions. There are many factors that combine to determine people’s food security status. The workshop presented methods and techniques for integrated food security, vulnerability, risk and livelihoods analysis.
The workshop was supported by the EC-FAO Food Security Programme, and facilitated by an international FAO expert, Ms. Leila Oliveira, from Brazil. She declared that “food security is dependant of various interlinked issues, such as the way people access money, the education level, cultural norms and dietary preferences”. It is not sufficient to know who is food insecure. We need to understand why.
To achieve this, the workshop proposed the establishment of a multi-agency, cross-sectoral core food security analysis group. The group would include both government and non-government staff who are active and interested in food security analysis. FAO and other partners would provide training and support to the group.
The lead agencies for the government included the National Science Council under the Prime Minister’s Office and the Ministry of Agriculture and Forestry, Department of Planning. United Nations agencies and international NGOs also participated and presented their work on food security assessment and plans.
The Integrated Food Security Phase Classification (IPC) , which provides global standards and protocols for food security analysis was presented. The government is considering the introduction of the IPC in Lao PDR as a way to improve food security analysis and coordination.
