GUIDELINES WILL PAVE WAY TOWARDS PREVENTIVE DIPLOMACY

NUSA DUA (BALI), July 25 (Bernama) -- Malaysia believes that the adoption of draft guidelines to implement the Declaration on the Conduct (DOC) of Parties in the South China Sea will pave the way for collective efforts towards preventive diplomacy and confidence-building measures in the region.
Foreign Minister Anifah Aman who commended the agreement by Asean and China on long-overdue guidelines at the Asean Regional Forum (ARF) here Saturday, said Malaysia was pleased with the development after almost six and a half years of negotiations.
"The DOC is an important document that represents the collective commitment of Asean and China in building mutual trust towards maintaining peace, stability and prosperity of the region," he said in a statement here.
Anifah said ministers from 27 ARF participants had in-depth discussion on recent developments in the South China Sea and stressed on the importance of promoting a peaceful, friendly and harmonious environment in area, between Asean and China, for enhancement of peace, stability, economic growth and prosperity in the region.
Agreement on the guidlines for the implementation of the DOC was endorsed by the foreign ministers of Asean and China on Thursday, raising hope for a peaceful resolution to the overlapping claims in the South China Sea.
China and several Asean countries, including Brunei, Malaysia, the
Philippines and Vietnam were involved in the oil and gas-rich islands in the South China Sea, including Spratly and Paracel Islands.
On the topic of terrorism, the minister said Malaysia had informed the meeting that positive and pre-emptive steps were taken to address the issue of radicalisation, such as conducting capacity building programmes, research work and collaborating with like-minded countries on the issue.
"Malaysia shares that during the Ninth ARF Inter-sessional Meeting on Counter-Terrorism in Kuala Lumpur in May, 2011, the meeting amongst others, discussed and agreed to include counter-radicalisation as one of the priority areas under the ARF Work Plan on Counter-Terrorism and Transnational Crime, which is co-lead by Malaysia and Japan," he added.
Anifah said the growing dependence on cross-border criminal activities, facilitated by open borders, immigration flows, financial technology, and highly intricate and accessible global transportation infrastructure, had contributed to the rise of the terror-crime continuum.
On the issue of Palestine, Malaysia had stressed in the meeting to support all efforts by the international community to find a just, lasting, comprehensive and peaceful settlement to the Palestinian-Israeli conflict.
"Malaysia supports the restoration of Palestine’s inalienable right to self-rule and the establishment of an independent state of Palestine in the near future.
"Malaysia also lauds the positive step taken by both Hamas and Fatah to reconcile their political differences and move forward towards achieving an independent State of Palestine," he said.
