ATM-RMP JOINT TRAINING HISTORIC MOMENT FOR THE NATION - M'SIAN PM
PORT DICKSON (Negeri Sembilan, Malaysia), July 30 (Bernama) -- It was a
historic moment for the country when the Malaysian Armed Forces (ATM) and Royal
Malaysia Police (RMP) ended their first joint training for new recruits with a
passing out parade before Prime Minister Najib Razak at the Army's Pusasda
training centre here Saturday.
Najib said the joint exercise had brought down barriers between the two
forces and marked the beginning of a new era of cooperation between the two
security forces.
"The government is aware it is not easy to conduct such joint training.
But we succeeded in breaking down barriers between the two forces for the first
time in the nation's history," he said.
"They are no longer operating in their own separate silos but have embraced
each other, discussed and agreed that the police and military are partners who
need to work together in the interest of the nation," he said in his speech at
the passing out parade.
A total of 984 constables and 2,107 soldiers, including 194 women, all of
whom had completed their six-month basic training course, participated in the
joint passing out parade.
It was Najib himself who mooted the idea of joint training of Royal Malaysia
Police (PDRM) and Malaysian Armed Forces (ATM) personnel as part of his Blue
Ocean Strategy.
Among the key objectives of the initiative is to enable the government to
save RM639 million (US$213 million) in the next five years by using the
military's training bases to train police personnel as well, thus relieving the
need to build new police training centres.
"It is clearly a win-win situation for all involved as the police and armed
forces can achieve their objectives; the government saves cost and the country
benefits from it," he said.
The Prime Minister also reminded ATM and RMP personnel to forge closer ties
with the people so that their reponsibilities and duties were better understood
by the public.
He said the 21st century posed a challenge for the two forces to deal with a
well informed and educated society which was more critical in their evaluation
of them.
"As such, we have to make changes to the way we think, act and make
decisions so that the people will always support, understand and accept all that
is done by the government, whether by ATM or the Police.
"If we get to engage the people on a wider scale, the people will understand
what we are doing and the actions we take," he said.
He said the government did not want the people to be influenced by
irresponsible elements who twist facts and spread lies in trying to tarnish the
image of the government or important institutions like the military and police.
Najib said the approach of winning the minds and hearts of the people was
widely used when the nation was faced with a communist emergency and this factor
was among the reasons for the success of the security forces in overcoming that
threat.
"To me, this (winning over the people) is an important attribute in the 21st
century. The only difference is the methodology in going about it," he said.
Najib also said the security forces must project a positive image, show they
were dependable and adopt a proactive attitude.
"If we can remind ourselves on matters like these, I am confident we will be
able to be better soldiers and policemen who will be held in high regard by the
people for maintaining peace and security effectively," said.
He said ATM and RMP were shining pillars of the nation and that was why
they must be looked after, defended and supported.
Najib also thanked the parents of ATM and RMP personnel for allowing their
children to join the two security forces.
He also announced an incentive of RM1,000 (US$333) a month for winners of
the Air Force Medal (PTU) and recipients of the Jasa Perkasa Persekutuan (JPP),
in conjunction with Warriors Day Sunday.
He added that for recipients of the PTU and JPP who had died, their families
would receive an incentive of RM10,000 (US$3,333) each.
